<br />July 22. 2008 <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />08 - 334 - Adoption of a resolution authorizing the School Board of the City of <br />Portsmouth, Virginia to sell and convey approximately 4.0613 acres to the Portsmouth <br />Redevelopment and Housing Authority. Vision Principle: A Robust and Prospering <br />Economy and Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. The Portsmouth Redevelopment and Housing Authority (PRHA) has made an <br />offer to purchase the property directly from the School Board. <br />. The addition of this parcel of the S. H. Clarke School site to the Jeffrey Wilson <br />site would provide needed land for commercial development along the Frederick <br />Boulevard Corridor. <br /> <br />Discussion: <br />. City Council is requested to adopt a resolution authorizing and approving the <br />School Board of the City of Portsmouth, Virginia to convey 4.0163 acres by execution of <br />a Deed and any other necessary documents to the Portsmouth Redevelopment and <br />Housing Authority of the City of Portsmouth a portion of the above described property <br />as shown on the Exhibit attached hereto and to do any and all acts necessary to effect <br />said conveyance; and the School Board authorizing and approving the retention of the <br />funds paid to the School Board by the Portsmouth Redevelopment and Housing <br />Authority. <br /> <br />Financial Impact: <br />. The addition of this parcel to the Jeffrey Wilson site would provide needed land <br />for commercial development along Frederick Boulevard. <br /> <br />Staff Recommends: <br />Adoption of resolution. Vision Principal: A Robust and Prospering Economy and <br />Thriving Neighborhoods and a Sense of Community. <br /> <br />Next Steps following Council Action: <br />. The City Manager will execute the Deed conveying the property subject to such <br />easements as may be necessary to be reserved for any City infrastructure lying within <br />said parcel, and any other necessary instruments to convey to the Economic <br />Development Authority of the City of Portsmouth that portion of the above property as <br />shown on the Exhibit attached hereto, and to do any and all acts necessary to effect <br />said conveyance. <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. Heretick, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION AUTHORIZING THE SCHOOL BOARD OF THE CITY OF <br />PORTSMOUTH, VIRGINIA TO SELL AND CONVEY APPROXIMATELY 4.0613 <br />ACRES TO THE PORTSMOUTH REDEVELOPMENT AND HOUSING AUTHORITY. <br /> <br />WHEREAS, the School Board of the City of Portsmouth, Virginia ("School <br />Board") desires to sell and convey approximately 4.0613 surplus acres of the former <br />S.H. Clarke School site to the Portsmouth Redevelopment and Housing Authority for <br />use in the HOPE VI redevelopment plan for the former Jeffry Wilson Homes; and <br /> <br />WHEREAS, the School Board intends to place the proceeds of said sale in a <br />capital improvement fund to be used only for new school construction, school <br />renovation, or major school maintenance projects, as required under Va. Code Section <br />22.1-129; and <br /> <br />WHEREAS, said code section also requires that a local governing body approve <br />such sales of property and the retention of the proceeds by the locality's school board. <br />
