<br />Mav 27.2008 <br /> <br />At a Regular Meeting of the City Council on Tuesday, May 27, 2008, there were <br />present: <br /> <br />Mayor James W. Holley III, Vice Mayor Marlene W. Randall, William E. Moody, Jr., <br />Stephen E. Heretick, Elizabeth M. Psi mas, Ray A. Smith, Sr., Douglas L. Smith, City <br />Manager Kenneth L. Chandler, Senior Deputy City Attorney George M. Willson. <br /> <br />Councilman William E. Moody, Jr., opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Ms. Randall, and seconded by Mr. Moody, to approve the minutes of a <br />Called Meeting of May 12, 2008, of a Called Meeting of May 13, 2008, of a Regular <br />Meeting of May 13, 2008, and of a Called Meeting of May 19, 2008, and was adopted <br />by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley <br />Nays: None <br /> <br />08 - 250 - Presentation: <br /> <br />. Presentation of resolution to City Manager Kenneth L. Chandler by Senator L. <br />Louise Lucas, honoring the service of his mother, Evelyn Chandler. <br /> <br />- Public Hearing - <br /> <br />08 - 251 - Public hearing on a use permit application: <br /> <br />(a) HP-08-01 <br /> <br />DOWNTOWN NEIGHBORHOOD - Andy McCullough of 725 High <br />LLC requests a housing use permit to develop forty-two (42) <br />dwelling units at 739 High Street. Vision Principle: Thriving <br />Neighborhoods and a Sense of Community. <br /> <br />1. Clifford Kalmbach, 3702 Magnolia Drive, spoke in opposition to this item. <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Heretick, to concur with the <br />recommendation of the Planning Commission that HP-08-01 be approved on first <br />reading, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, R. Smith, Holley <br />Nays: None <br />Abstain: D. Smith (Mr. Smith noted that his client is negotiating to lease space from the <br />applicant) <br /> <br />- Unfinished Business - <br /> <br />08 - 190 - Adoption of an ordinance to amend Chapter 30 of the Code of the City of <br />Portsmouth, Virginia (2006) by amending Section 30-237 thereof to correct a clerical <br />error pertaining to service retirement allotments within the Portsmouth Fire and Police <br />Retirement System. Deferred from the April 8, 2008 City Council Meeting. Vision <br />Principle: Bold New Directions. <br />
