November 12,1991 <br /> <br /> (j) UP-91-20 CRADOCK NEIGHBORHOOD - Use permit application <br /> of Plas-Chem Coatings, by General Manager <br /> Eric Brooks, for paint manufacturing/ <br /> distribution at 3560 Elm Avenue. <br /> <br /> Motion of3Mr. Epperson and seconded by Mr~ King, to <br />approve UP-91-20, on first reading, and was adopted by <br />unanimous vote. <br /> <br />(k) <br /> <br />CA~91--07 CITY CODE AMENDMENT - Request by Norman <br /> Whitaker, Planning Director, to amend Chapter <br /> 14 of the Code~of the Ci~ty of Portsmouth <br /> (Flood Protection Ordinance) to~con~orm to <br /> standards of the Federal Flood Insurance <br /> Program. <br /> <br /> Motion of Mrs.' Lucas and seconded by Mr. Hawks, to approve <br />CA-91-07 on first reading, and was adopted by unanimous vote. <br /> <br /> (1) CA-91-08 CHESAPEAKE BAY PRESERVATION AREA OVERLAY <br /> ORDINANCE AMENDMENT - Request by Norman <br /> Whitaker, Planning Director, to amend Chapter <br /> 9 of the Code of the City of Portsmouth <br /> (Chesapeake~Bay Preservation Area Overlay <br /> Ordinance) pertaining to the exemptions for <br /> public roads, railroads, electric, gas, <br /> water, sewer, and telephone transmission <br /> lines and also pertaining to General <br /> Performance Standards for Development and <br /> Redevelopment. <br /> <br /> Motion of Mr. Clemons and seconded by Mrs. Lucas, to <br />approve CA-91-08 on first reading, and was adopted by unanimous <br />vote. <br /> <br />- UNFINISHED BUSINESS <br /> <br /> 91-350A - Resolution approving the five year Capital <br />Improvement Plan for 1991-92 through 1995-96, and a one year <br />Capital Improvement Program for 1991-92, deferred from <br />the Regular Meeting Of-October 15, 1991. <br /> <br />The following persons spoke concerning the CIP: <br /> <br /> Michael Broadhurst 23~ IdlewoOd Avenue, representing <br />Portsmouth Museums and Fine Arts Commission, spoke in support <br />of the Children's Museum. . . i <br /> <br />of <br /> <br /> Lawrence G.
