NOVEMBER 28, 2000 <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to transfer $689,500 from <br />the Grants Contingency Account for funding of the Fiscal Year 1999 Local Law <br />Enforcement Block Grants (LLEBG) Program ($375,203) and for funding of the Fiscal <br />Year 2000 Local Law Enforcement Block Grant (LLEBG) Program ($314,297), and was <br />adopted by the following vote: <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />- New Business - <br /> <br />00 - 296 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />00 - 297 - Items Submitted by Council Members <br /> <br />Councilman Whitehurst asked to be briefed on activities related to the moving of the <br />USS WISCONSIN (BB-64). <br /> <br />00 - 298 - Non-Agenda Speakers <br /> <br />Mark Geduldig-Yatrofsky, 363 Middle Street, spoke on aesthetics of parking garage <br />proposed for the Virginia Sports Hall of Fame especially on the London Street side. <br />Also, concerned with the opening of Middle Street Mall and especially the trees that <br />would be affected. <br /> <br />2. Vernon C. Crump, Jr., 4732 Mallard Crescent, spoke on towing of his utility trailer. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, to waive the rules of <br />order to allow Ms. Dirkx an additional two minutes to speak, and was adopted by a vote <br />of 4-3. (Benn, Pitts, Robinett) <br /> <br />3. Deanna Dirkx, 724 Cambridge Avenue, spoke on an animal structure and timeframe <br /> for investigation of a request. <br /> <br />4. Jerry Gilstrap, 101 Nicholson Street, spoke on rental property. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Moody, to go into Closed Meeting <br />pursuant to provisions of Section 2.1-344(A) of the Code of Virginia, to discuss or <br />consider the following: <br /> <br /> - First, the acquisition or sale of real property for a public purpose, as <br />authorized by paragraph 3, with the subject properties being in the downtown area of <br />the City and also in the City of Suffolk; <br /> <br /> - second, consultation with legal counsel regarding specific legal matters <br />requiring the provision of legal advice by such counsel, as authorized by paragraph 7; <br />and <br /> <br />- third, personnel matters, as authorized by paragraph 1. <br /> <br />The motion was adopted by unanimous vote. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Pitts, pursuant to Section <br />2.1-344. I(D) of the Code of Virginia, certifying that to the best of the Council Member's <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br /> requirements by the Virginia Freedom of Information Act, and <br /> <br />Only such public business matters as were identified in the motion by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the meeting by the City Council. <br /> <br />The motion was adopted by unanimous vote. <br /> <br /> <br />
