NOVEMBER 28, 2000 <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution authorizing the City Manager to release and vacate <br />sanitary sewer easements in the subdivision of Highland Biltmore. <br /> <br />Purpose and Need: <br /> <br />· These lines were replaced almost totally by the Highland Biltmore Sewer <br />Improvements project. <br /> <br />· Many, if not most, of the old lines and the easements in which they are located run <br />beneath houses in the various sections of the subdivision. <br /> <br />· This condition raises title problems for buyers, sellers and title insurers. <br /> <br />· New lines are located within the rights-of-way of streets in the subdivision. <br /> <br />Financial Impact: <br /> <br />· There is no financial impact. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Moody, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO RELEASE AND VACATE <br />SANITARY SEWER EASEMENTS IN THE SUBDIVISION OF HIGHLAND BILTMORE. <br /> <br /> BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the <br />City Manager be, and he hereby is, authorized to release and vacate sanitary sewer <br />easements in the subdivision of Highland Biltmore by deed, or deeds, as he may deem <br />appropriate, and in the best interest of the City of Portsmouth, and to execute any and <br />all documents necessary to effect such release and vacation." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />00 - 295 - Adoption of a motion to transfer $689,500 from the Grants Contingency <br />Account for funding of the Fiscal Year 1999 Local Law Enforcement Block Grants <br />(LLEBG) Program ($375,203) and for funding of the Fiscal Year 2000 Local Law <br />Enforcement Block Grant (LLEBG) Program ($314,297). <br /> <br />Recommendation: <br /> <br />· Adoption of a motion to transfer $689,500 from the Grants Contingency Account for <br />funding of the Fiscal Year 1999 Local Law Enforcement Block Grants (LLEBG) Program <br />($375,203) and for funding of the Fiscal Year 2000 Local Law Enforcement Block <br />Grants (LLEBG) Program ($314,297). <br /> <br />Purpose and Need: <br /> <br />· The U.S. Department of Justice has approved funding under the Bureau of Justice, <br />which will provide additional funding for public safety in support of Neighborhood <br />Quality. <br /> <br />· These funds will be used for technology and equipment, training, crime prevention <br />initiatives and support to the drug court. <br /> <br />Financial Impact: <br /> <br />· A local match of $37,520 is required for the FY1999 grant and $31,430 is required <br />for the FY2000 grant and has been budgeted in the Police Department's budget for <br />FY2001. There is no obligation from the City once the grants end. <br /> <br /> <br />
