<br />June 24.2008 <br /> <br />Background: <br />. The City of Portsmouth has received a grant from USDA for the Summer Food <br />Program for more than 30 years under the administration of the Department of Parks <br />Recreation and Leisure Services. <br />. Each year the program has expanded to accommodate more sites. This year the <br />program has expanded to include more school based programs. <br />. The program provides breakfast and lunch during the summer months when the <br />children are out of school and the free and reduced school lunch program is not <br />available. <br /> <br />Discussion: <br />. The 2008 USDA Summer Food Program will serve 41 sites including summer <br />schools, faith based childcare programs and camps, community organizations and City <br />recreation camps. <br />. It is estimated that the program will serve 2,800 breakfasts and 4,000 lunches <br />during the summer months. <br /> <br />Financial Impact: <br />. There is no City cash match required. The grant is a total reimbursement grant <br />based on the number of meals served. <br /> <br />Staff Recommends: <br />Adoption of ordinance. Vision Principle: Thriving Neighborhoods and a Sense of <br />Community. <br /> <br />Next Steps Following Council Action: <br />. The full implementation of the USDA Summer Food Program throughout the <br />Summer of 2008. <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT FROM THE U.S. DEPARTMENT OF <br />AGRICULTURE (USDA) IN THE AMOUNT OF $650,000 AND APPROPRIATING <br />SAID AMOUNT IN THE 2007-2008 GRANTS FUND OPERATING BUDGET FOR USE <br />BY THE DEPARTMENT OF PARKS, RECREATION, AND LEISURE SERVICES FOR <br />THE 2008 USDA SUMMER FOOD PROGRAM." <br /> <br />Ayes: Heretick, Moody, Psi mas, D. Smith, R. Smith, Randall <br />Nays: None <br /> <br />08 - 296 - Adoption of an ordinance amending the FY 2008-2009 Operating Budget by <br />establishing a new special revenue fund designated as the "Shuttle Bus Fund" and by <br />appropriating $15,000 in said fund. Vision Principle: Bold New Directions. <br /> <br />Background: <br />. As part of the operation of the "Loop" shuttle service, a new Special Revenue <br />Fund budget line item needs to be established. This line item will allow for the sale of <br />Day Passes to ride the shuttle. <br /> <br />Discussion: <br />. By providing a shuttle bus system (the "Loop"), pedestrians are able to move <br />throughout downtown without having to use their private vehicle. Hampton Roads <br />Transit (HRT) operates the system for the City and in a recent fare study determined <br />that a fifty cent per ride cash fare price was reasonable. <br />. While the City of Portsmouth agrees with the fifty cent charge, the City would like <br />to encourage pedestrians to move along High Street and throughout downtown making <br />multiple stops. <br />
