<br />June 24.2008 <br /> <br />08 - 294 - Adoption of an ordinance accepting a grant in the amount of $49,407 from the <br />Virginia Office of Emergency Medical Services and appropriating said amount in the <br />2007 -2008 Grants Fund Operating Budget for the FY 2008 "Four for Life" Emergency <br />Medical Services Program. Vision Principle: Thriving Neighborhoods and a Sense of <br />Community. <br /> <br />Background: <br />. In 1983, the General Assembly established a special fund (found in the Code of <br />Virginia 46.2-694) to be used only for emergency medical service purposes by imposing <br />a $1.00 fee to the registration of motor vehicles and to be known as "One for Life." Over <br />the years, the fee has increased until it is now known as the "Four for Life" program. <br />. The purpose of this program is to provide funding to localities for the training of <br />emergency medical service personnel and for the purchase of necessary medical <br />equipment and supplies. <br /> <br />. The Office of Emergency Medical Services of the Commonwealth of Virginia <br />previously awarded the City of Portsmouth $70,830 in "Four for Life" funds for FY 2008. <br />The additional $49,207 will be added to the original grant award making a total of <br />$129,037 for FY 2008. <br /> <br />Discussion: <br />. The City plans to use the FY 2008 funds for updated emergency medical <br />equipment, additional medical supplies, and training for emergency medical personnel <br />to ensure the best service possible for Portsmouth citizens and visitors. Updated <br />equipment will also protect our personnel from work-related injuries. <br /> <br />Financial Impact: <br />. No local cash match is required. <br /> <br />Staff Recommends: <br />Adoption of proposed ordinance. Vision Principle Advanced: Thriving Neighborhoods <br />and a Sense of Community. <br /> <br />Next Steps Following Council Action: <br />. Provide training that qualifies under the "Four for Life" program and acquire <br />equipment and medical supplies. <br /> <br />Motion by Mr. Moody, and seconded by Mr. R. Smith, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $49,407 FROM THE <br />VIRGINIA OFFICE OF EMERGENCY MEDICAL SERVICES AND APPROPRIATING <br />SAID AMOUNT IN THE FY 2007-2008 GRANTS FUND OPERATING BUDGET FOR <br />THE FY 2008 "FOUR FOR LIFE" EMERGENCY MEDICAL SERVICES PROGRAM." <br /> <br />Ayes: Heretick, Moody, Psi mas, D. Smith, R. Smith, Randall <br />Nays: None <br /> <br />08 - 295 - Adoption of an ordinance accepting a grant from the U.S. Department of <br />Agriculture (USDA) in the amount of $650,000 and appropriating said amount in the <br />2007 -2008 Grants Fund Operating Budget for use by the Department of Parks, <br />Recreation and Leisure Services for the 2008 USDA Summer Food Program. Vision <br />Principle: Thriving Neighborhoods and a Sense of Community. <br />
