<br />June 24.2008 <br /> <br />At a Regular Meeting of the City Council on Tuesday, June 24, 2008, there were <br />present: <br /> <br />Vice Mayor Marlene W. Randall, William E. Moody, Jr., Stephen E. Heretick, Elizabeth <br />M. Psimas, Ray A. Smith, Sr., Douglas L. Smith, City Manager Kenneth L. Chandler, <br />City Attorney G. Timothy Oksman. <br /> <br />Reverend John Robertson opened the meeting with prayer, which was followed <br />by the Pledge of Allegiance to the Flag. <br /> <br />Vice Mayor Randall called the meeting to order and welcomed all In <br />attendance. <br /> <br />Motion by Mr. Heretick, and seconded by Ms. Psi mas, to approve the minutes of <br />a Called Meeting of June 9, 2008, of a Called Meeting of June 10, 2008, and of a <br />Regular Meeting of June 10, 2008, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, D. Smith, R. Smith, Randall <br />Nays: None <br /> <br />08 - 289 - Presentations: <br /> <br />. Proclamation presented to David Mitchell for "Alliance Christian School Baseball <br />Team Week." <br /> <br />. Presentation to Betty Burrell, Chief Financial Officer, for receiving the GFOA <br />Certificate of Achievement for Excellence in Financial Reporting for fiscal year <br />ending June 30, 2008. <br /> <br />. Presentation to Councilman Ray A. Smith, Sr. for faithful City Council Service (2004- <br />2008). <br /> <br />- City Manager's Report - <br /> <br />08 - 291 - Adoption of a resolution by the Portsmouth City Council in support of the <br />proposal by Bon Secours Hampton Roads Health System to construct an acute care <br />hospital in the City of Suffolk and to designate Maryview Medical Center as the hub of <br />the local Bon Secours System. Vision Principle: Bold New Directions. <br /> <br />Background: <br />. On June 10, 2008, Bon Secours Health System of Virginia made a presentation <br />to City Council outlining their vision for a new model of health care delivery in Hampton <br />Roads. <br />. As part of the presentation, Bon Secours Health System of Virginia requested <br />that City Council adopt a Resolution in support of their Certificate of Public Need <br />Application. <br /> <br />Discussion: <br />. Bon Secours has a vision for a new model of health care delivery in Hampton <br />Roads, predicated on: <br />o Establishing "health care town centers" <br />o Building healthier communities <br />o Partnering with physicians <br />o Focusing on the future of health care <br />. Bon Secours Maryview Medical Center was founded in 1945 and today is a 346 <br />bed facility and a comprehensive tertiary facility. The Medical Center has brought many <br />'firsts' to western Hampton Roads, including the Martha Davis Cancer Center, cardiac <br />catherization, and open heart surgery. <br />
