Luke McCoy, 3408 Canterbury Drive, spoke in opposition to the Social Security <br />offset for the Portsmouth Supplemental Retirement System (PSRS) retirees. <br /> <br />17. Michael Phelps, 513 Beacon Road, spoke in opposition to the proposed 13th Check <br />for retirees. <br /> <br />18. Sheriff Watson, 601 Crawford Street, asked that City Council fund increases for <br />Sheriff Deputies. <br /> <br />19.
