<br />April 15. 2008 <br /> <br />At a Special Meeting of the City Council, 7:00 p.m., Tuesday, April 15, 2008, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Marlene W. Randall, William E. Moody, Jr., <br />Stephen E. Heretick, Elizabeth M. Psi mas, Ray A. Smith, Sr., Douglas L. Smith, City <br />Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. <br /> <br />Vice Mayor Randall, opened the meeting with prayer, which was followed by the <br />Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br />- Public Hearing - <br /> <br />08 - 205 <br /> <br />(A) Public hearing to consider the Annual Operating Budget that <br />re-establishes the tax rates on certain public utility rates, solid waste <br />and stormwater fees and includes proposed rate changes to take <br />effect on July 1, 2008. <br /> <br />1. Ron Evans, 14 Chippewa Trail, spoke in opposition to the proposed increase in <br />certain public utility rates, solid waste and storm water fees. <br /> <br />(B) Public hearing to consider real estate taxes and a proposed <br />rate change to take effect July 1, 2008. <br /> <br />1. Steve Carroll, 3112 Riveredge Drive, spoke in opposition to the proposed change in <br />the real estate tax rate. He also questioned actions by the City Council regarding <br />decisions that have been made on numerous projects. <br /> <br />2. Cathy Revell, 422 Crawford Street, spoke in opposition to the increased real estate <br />tax assessments. <br /> <br />3. Ron Evans, 14 Chippewa Trail, spoke in opposition to the real estate taxes and <br />proposed rate change. <br /> <br />4. Mark Geduldig-Yatrofsky, 363 Middle Street, explained how increased assessments <br />are the result of years of low assessments and the need to have homes at market <br />value. <br /> <br />5. Eric Vaughan, 4002 Fir Street, spoke in opposition to increased real estate tax <br />assessments. <br /> <br />(C) Public hearing to consider personal property boat taxes and a <br />proposed rate change to take effect on July 1, 2008. <br /> <br />1. Ron Evans, 14 Chippewa Trail, spoke in opposition to proposed rate change in the <br />boat tax. <br /> <br />2. Steve Carroll, 3112 Riveredge Drive, spoke in opposition to proposed rate change in <br />the boat tax. <br /> <br />(0) Public hearing to consider proposed rate changes on certain <br />planning fees to take effect July 1, 2008. <br /> <br />There were no speakers. <br /> <br />(E) Public hearing on the recommended 2009-2013 Capital <br />Improvement Plan. <br /> <br />1. Linda Ridenour, 801 Crawford Street, 3rd Floor, spoke in opposition to the delay in <br />the construction of the new Simonsdale Elementary School. <br />
