2O3 January 13, 1992 At a Called meeting of the City Council held on Monday, January 13, 1992, there were present: Mayor Gloria O~ Webb, *Vice Mayor E. G. Corprew, Jrt, Johnny M. Clemons, John H. Epperson, Lee E. King, **James C. Hawks, Junius H. Williams, V. Wayne Orton, City Manager, Stuart E. Katz, City Attorney 91-415 - The following call for the mee%i~g was. r~ad: "Please~attend a called meeting of the City Council to be held in the uity Council Chambers, 6th floor of City Hal~, 801 Crawford Street, at 4.45 p.m., Monday, January 13, 1992 ~or the purpose of a Public Work Session. In addition you may consider a motion to go into an Executive Session. By order of the Mayor." 91-03 - The following~ i~+_e~was discussed in the Public Work Session: 1. Council considered the appeal of of the Commission of Architectural Review' property at 39 Gillis Road. Mr. Patrick M~ Downing decision concerning Motion of Mr. Epperson and seconded by Mr. Williams~ to uphold the decision by the Commission of Architectural Review ~ertaining to the color paint for the awning and shutters, but the sptlt rail fence was referred back to the Commission o Architectural Review for further consideration, and was approved by the following vote, 4-1 (Clemons) 92-04 - On motion of Mr. K~ng and seconded by Mr. C~emons, to go into Executive Session pursuant to S~ction '2.1-344 o~!the Code of Virginia for the following: (1) Discussion and consideration of prospective candidates for employment .~tbe~City Manager's staff aS permitted under Subsection (A) (1); (2) Consideration of appointments to Boards and C~mmissions by the City Council as permitted under Subsection (A) (1). Motion adopted by unanimous vote. On motion of Mr. Williams and seconded by Mr. King, pursuant to Section 2.1-344.1 of the Code of Virginia certifying that to the best of the Council Member's knowledge during the immediately preceding Executive Session of the City Council: (1) Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and (2) Only such public business matter as were identified in the motion by which the Executive Session was convened, were heard, discussed or considered in the meeting by the City Council.
