236 <br /> <br />January 28, 1992 <br /> <br /> At a Regular Meeting of the City Council held on Tuesday, <br />January 28, 1992, there were ~resent: <br /> <br /> Mayor.G~oria O. Webb, Vice Mayor E. G. Corprew, Jr., <br /> Johnny M. Clemons, John H. Epperson, James C. Hawks, <br /> Lee E. King, Junius H. Williams, Jr., V. Wayne Orton, <br /> City'Manager, 'Stuart E. Katz, City Attorney. <br /> <br /> Rev. Richard E. Stahler, Pastor of Sweethaven Baptist <br />Church, opened the meeting with prayer followed by the Pledge <br />of Allegiance to the Flag. <br /> <br />Mayor Webb welcomed all in attendance. <br /> <br /> Motion of Mr. Epperson and seconded by Mr. King, the <br />minutes of a Special Called Meeting of January 8, 1992; minutes <br />of a Called Meeting of January 13, 1992; minutes of a Public <br />Hearing of January 13, 1992; minutes of a Called Meeting of <br />January 14, 1992; and.minutes of a Regular Meeting of January <br />14, 1992, to be approved as received, and was adopted by <br />unanimous vote. <br /> <br /> 92-28 - Mayor Webb presented a proclamation to Marie <br />Chappell, Director of School Counselors for "National School <br />Counseling Week". <br /> <br />92-29 - NON-AGENDA SPEAKERS <br /> <br /> Charles E. Proffit, 633 Mclean Street, representing <br />Bide-A-Wee Manor Civic League, spoke concerning the f~r3~3i of <br />the use of the land of the Bide-A-Wee golf course and Codes <br />enforcement for Fairwood Homes. <br /> <br /> Gail Bishop, 219 York Drive, representing South Loxley <br />Neighborhood Watch, suggested that the Bide-A-Wee Golf Course <br />be used as a public golf course, the driving range be converted <br />into a playground and the clubhouse be used as a <br />community center. <br /> <br />- UNFINISHED BUSINESS - <br /> <br />92-06 - Use Permit application: <br /> <br /> (a) Resolution granting a use permit to Michele L. <br />Bordelon and J. Michael Keating for a bed and breakfast <br />415 North Street. (UP-91-23) <br /> <br />inn at <br /> <br /> Michael Keating, 415 North Street, spoke in support of the <br />application. <br /> <br /> Motion of Mr. Epperson and seconded by Mr. King, the <br />following resolution was adopted, and by the following vote: <br /> <br /> A RESOLUTION GRANTING A USE PERMIT TO J. MICHAEL KEATING <br /> AND MICHELE BORDELON FOR THE OPERATION OF A BED AND <br /> BREAKFAST INN AT 415 NORTH STREET. <br /> <br /> WHEREAS, J. Michael Keating and Michele Bordelon have made <br />application pursuant to Section 40-52.7 (b) of the Code of the <br />City of Portsmouth, Virginia, 1988, for the granting of a use <br />permit as hereinafter-described; and <br /> <br /> WHEREAS, the applicants and the Planning Director have <br />done all things required to be done in connection with said <br />application; and <br /> <br /> <br />
