<br />February 26. 2008 <br /> <br />Discussion: <br />. The City must comply with requests for information and file regular reports to the <br />Commonwealth of Virginia to receive federal financial assistance under the Department <br />of Homeland Security. <br />. The purpose of this resolution is to appoint an authorized agent who will have the <br />responsibility of providing accurate information to the State as it pertains to <br />requirements under the grant programs. <br /> <br />Financial Impact: <br />. This resolution is required in order to receive federal grant funds through the <br />Department of Homeland Security and administered by the State of Virginia. <br /> <br />Staff Recommends: <br />Adoption of proposed resolution. Vision Principle Advanced: Thriving Neighborhoods <br />and a Sense of Community. <br /> <br />Next Steps Following Council Action: <br />. Continue to monitor grants compliance through the City's grant process. <br /> <br />Motion by Mr. R. Smith, and seconded by Ms. Psimas, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION DESIGNATING THE CHIEF FINANCIAL OFFICER AS THE CITY'S <br />AUTHORIZED AGENT TO PROVIDE INFORMATION FOR CERTAIN FEDERAL <br />DEPARTMENT OF HOMELAND SECURITY PROGRAMS ADMINISTERED BY THE <br />COMMONWEALTH OF VIRGINIA. <br /> <br />WHEREAS, both State and Federal laws require that public entities authorize an <br />agent to provide all information as may be needed for federal Department of Homeland <br />Security grant programs administered by the Commonwealth of Virginia; and <br /> <br />WHEREAS, the City must comply with requests for information and file regular <br />reports to the Commonwealth of Virginia to receive federal financial assistance under <br />the Department of Homeland Security programs; and <br /> <br />WHEREAS, the City's Chief Financial Officer is best equipped to provide such <br />financial data and other information as may be required in order to qualify for and to <br />obtain such federal grants. <br /> <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia that the City's Chief Financial Officer be, and hereby is, designated as the City's <br />authorized agent with the responsibility of providing accurate information to the State <br />and to the federal government as it pertains to the requirements of federal Department <br />of Homeland Security grant programs." <br /> <br />Ayes: Heretick, Psi mas, D. Smith, R. Smith, Randall <br />Nays: None <br /> <br />08 - 111 - Adoption of resolution adopting revised Rules of Order and Procedure for <br />Portsmouth City Council. Vision Principle: Bold New Directions. <br /> <br />Background: <br />. City Council's Rules of Order and Procedure currently call for regular meetings to <br />be held on the 2nd and 4th Tuesday of each month, with the exception of the month of <br />December, when the regular meeting shall be on the second Tuesday only. <br />. The month of August has been designated as a vacation month for the City <br />Council. <br />
