The City must comply with requests for information and file regular reports to the Commonwealth of Virginia to receive federal financial assistance under the Department of Homeland Security. . The purpose of this resolution is to appoint an authorized agent who will have the responsibility of providing accurate information to the State as it pertains to requirements under the grant programs. Financial Impact: . This resolution is required in order to receive federal grant funds through the Department of Homeland Security and administered by the State of Virginia. Continue to monitor grants compliance through the City's grant process. Motion by Mr. R. Smith, and seconded by Ms. Psimas, to adopt the following resolution, and was adopted by the following vote: "RESOLUTION DESIGNATING THE CHIEF FINANCIAL OFFICER AS THE CITY'S AUTHORIZED AGENT TO PROVIDE INFORMATION FOR CERTAIN FEDERAL DEPARTMENT OF HOMELAND SECURITY PROGRAMS ADMINISTERED BY THE COMMONWEALTH OF VIRGINIA. WHEREAS, both State and Federal laws require that public entities authorize an agent to provide all information as may be needed for federal Department of Homeland Security grant programs administered by the Commonwealth of Virginia; and WHEREAS, the City must comply with requests for information and file regular reports to the Commonwealth of Virginia to receive federal financial assistance under the Department of Homeland Security programs; and WHEREAS, the City's Chief Financial Officer is best equipped to provide such financial data and other information as may be required in order to qualify for and to obtain such federal grants. NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that the City's Chief Financial Officer be, and hereby is, designated as the City's authorized agent with the responsibility of providing accurate information to the State and to the federal government as it pertains to the requirements of federal Department of Homeland Security grant programs." City Council's Rules of Order and Procedure currently call for regular meetings to be held on the 2nd and 4th Tuesday of each month, with the exception of the month of December, when the regular meeting shall be on the second Tuesday only. .
