Savage, Jr., 4028 Sun Valley Crescent, <br />representing Tidewater Child Care Association, Inc., spoke in <br />favor of exemption of taxes for the daycare center. <br /> <br />92-49 NON-AGENDA SPEAKERS <br /> <br /> Tim Burrell, 219 Chesapeake Avenue, respresenting the Shea <br />Terrace Civic League~, ~spoke on the Scott's Creek Development. <br /> <br />- UNFI~NLSHED BUSINESS - <br /> <br />91-419 (a) <br /> <br /> Motion of Mr. Epperson and seconded by Mr. King, the <br />following ordinance, approved at the meeting of December 9, <br />1991, was adopted on final reading, and by the following vote: <br /> <br />"ZONING AMENDMENT ORDINANCE Z-91-11" <br /> <br />AYES: CLEMONS~ CORPREW, EPPERSON, KING, WILLIAMS <br />NAYS: HAWKS, WEBB <br /> <br /> Motion of Mr. Hawks, and seconded by Mr. Epperson, to <br />amend Council's Rules to accelerate on the agenda the vote on <br />the appropriation ordinance for the Substance Abuse Program <br />(Item 92-53), and was adopted by unanimous vote. <br /> <br />92-53 - Letter from the City Manager recommending adoption of <br />an ordinance to appropriate $150,000 from the Mental Health <br />Services Fund to contribute to the' Portsmouth Community <br />Services Board's relocation of the Green Street Substance Abuse <br />Program. <br /> <br /> "I have been informed by the Executive Director of the <br />Community Services Board that they have received approval of an <br />additional $150,G00 in State funds to assist the Board in <br />relocating ~the Green Street Substance Abuse Program. This <br />brings the total amount approved for this purpose to $300,000. <br />This amount will permit the improvements to begin at the new <br />location and will allow the Board to move the program by the <br />end of the fiscal year. This is a one time allocation, and no <br />local match is required. <br /> <br /> I am pleased that we are receiving these additional funds <br />and recommend the appropriation of $150,000 from the Mental <br />Health Services Fund on first reading." <br /> <br /> Motion of Mr. King, and seconded by Mr. Epperson, the <br />following ordinance was adopted on first and final reading, and <br />by the following vote: <br /> <br /> "AN ORDINACE TO APPROPRIATE $150,000.00 FROM THE MENTAL <br />HEALTH SERVICES FUND TO CONTRIBUTE TO THE PORTSMOUTH COMMUNITY <br />SERVICES BOARD'S RELOCATION OF THE GREEN STREET SUBSTANCE ABUSE <br />PROGRAM.T' <br /> <br />Ayes: Clemons, Corprew, Epperson, Hawks, King, williams, Webb <br />Nays: None <br /> <br /> <br />
