<br />Januarv 8. 2008 <br /> <br />At a Regular Meeting of the City Council on Tuesday, January 8, 2008, there <br />were present: <br /> <br />Mayor James Holley III, Vice Mayor Marlene W. Randall, William E. Moody, Jr., <br />Stephen E. Heretick, Elizabeth M. Psi mas, Ray A. Smith, Sr., Douglas L. Smith, City <br />Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. <br /> <br />Vice Mayor Marlene Randall opened the meeting with prayer, which was followed <br />by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Mr. Heretick, and seconded by Mr. D. Smith, to approve the minutes of <br />a Called Meeting on December 10, 2007, a Called Meeting of December 11, 2007, and <br />of a Regular Meeting of December 11,2007, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley <br />Nays: None <br /> <br />08 - 13 - Presentations: <br /> <br />. Presentation of 5 year service pin by Mayor Holley to Vice Mayor Randall. <br /> <br />. Presentation of special lapel pins to newly appointed Board and Commission <br />members. <br /> <br />. Special management report on the Zion Baptist Church Fire at High and Green <br />Street Fire. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Randall, to suspend Council rules <br />allowing those citizens who have signed up to speak on the High and Green Street fire <br />to speak after the presentation given by Staff, and was defeated by the following vote: <br /> <br />Ayes: Moody, Randall, Holley <br />Nays: Heretick, Psi mas, D. Smith, R. Smith <br /> <br />- Public Hearing - <br /> <br />08 - 14 - Public hearing on use permit, and parking overlay district applications: <br /> <br />(a) UP-07-24 <br /> <br />MERRIFIELDS - Verizon Wireless requests a use permit to install a <br />165' monopole, access road, and compound at 5600 Greenbrook <br />Drive. Vision Principle: Bold New Directions. <br /> <br />1. Stephen Romine, 999 Waterside Drive, Norfolk, spoke in support of this item. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Randall, to concur with the <br />recommendation of the Planning Commission that UP-07 -24 be approved on first <br />reading, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley <br />Nays: None <br /> <br />(b) UP-07-28 <br /> <br />TRIANGLE SHOPPING CENTER - Apostle Arthur Barner requests <br />a use permit to operate a church at 1933 Victory Boulevard. The <br />property is currently zoned general commercial, C-2. Vision <br />Principle: Thriving Neighborhoods and a Sense of Community. <br /> <br />1. Laura Somer, 5 Irwin Street, spoke in opposition to this item. <br /> <br />2. Clifford Kalmbach, 3702 Magnolia Drive, spoke in opposition to this item. <br />
