<br />an ordi~e~to amend~Chapter 1~ TM Of theCod~ of~the'Cit~ of
<br />Portsmouth, Virginia, 1988, by amending Sections 16-1, 16-6,
<br />I6~32:;"16a33,' 16-34(c)', i~6-36 (b) and (c), 16=.63, 16~'~5, and
<br />16-71, thereof, and by adding Section 16-40 thereto, pertaining to
<br />refuse collection. ~'~' ~

<br /> "On April 1, 1992, the D~partment of Geheral S~r~i~es will
<br />begin providing automated refus~ ~collection to appr~ximJtely 6,000
<br />homes. As part of this system, the Director ~of Ge,eral Operations
<br />has recommended that refuse collection for these residenns be
<br />reduced frOm~twice weekly ~o-once weekly.
