March 9, 1992 27? At a Public Hearing of the City Council held on Monday, March 1992, there were present: Mayor Gloria O. Webb, Vice Mayor E. G. Corprew, Jr., John H. Epperson, James C. Hawks, Lee E. King, Junius H. Williams, Jr., V. Wayne Orton, City Manager, Stuart Eo Katz, City Attorney *Absent: Johnny M. Clemons 92-85 - NON-AGENDA SPEAKERS There were no non-agenda speakers. 92-86 - Public Hearing o~ rezoning and use permit applications and a proposed amendment to Chapter to the City Code (Zoning Ordinance): 40 (a) Z-92-03 BRIGHTON/PRENTIS PARK NEIGHBORHOOD - Rezoning application of the City Planning Commission, by Director of Planning Norman Whitaker, to rezone the following seven parcels of property.- (1) A parcel on George Washington Highway near Elm Avenue and described as Tax Map 77, Parcel 13; from Residential RS-75 to Commercial C-2. (2) A parcel at 1900 Elm Avenue and described as Tax Map 87, Parcel 148; from Residential RS-60 to Commercial C-1. (3) A parcel in the 1200 block of Wirt Avenue near George Washington Highway and described as Tax Map 95, Parcel 85; from Residential RS-75 to Commercial C-2. (4) A parcel in the 1200 block of Wirt Avenue near George Washington Highway and described as Tax Map 95, Parcel 86; from Residential RS-75 to Commercial C-2. (5) A parcel on Des Moines Avenue near Lincoln Street and described as Tax Map 103, Parcel 19; from Residential RS-60 to CHmmercial C-1. (6) A parcel at 1918 Lincoln Street and described as Tax Map 103, Parcel 20; from Residential RS-60 to Commercial C-1. (7) A parcel at 1816 Des Moines Avenue and described as Tax Map 119, Parcel 67; from Residential RS-60 to Commercial C-1. NOTE: Approval of this application would correct mistakes in a previous rezoning study. Motion of Mr. Epperson and seconded by Mr. King, to concur with with the recommendation of the Planning Commission that Z-92-03 be approved on first reading and was adopted by unanimous vote. (b) Z-92-05 UPTOWN NEIGHBORHOOD - Rezoning application of ~i~-~al Recycling, Inc., bT Deborah S. Balek, Operations Manager, for property at 500 Confederate Avenue. Motion of Mr. Hawks and seconded by Mr. King, to concur with the recommendation of the Planning Commission that Z-92-(15 be _ approved on first reading and was adopted by unanimous v(,te. (c) UP-92-02 UPTOWN NEIGHBORHOOD - Use permit applicat.ion of Virginia Iron & Metal Recycling, Inc., b~' Deborah S. Balek, Operations Manager, for a recycling plant at 500 Confederate Avenue.
