<br />December 11. 2007 <br /> <br />07 - 515 - Adoption of an ordinance to appropriate $740,237 in the FY 2007-2008 <br />General Fund Operating Budget and $428,934 in the 2007-2008 Grants Fund for <br />additional operating costs and reimbursement of certain grant funds expended by the <br />Office of the Commonwealth's Attorney. Vision Principle: Thriving Neighborhoods and a <br />Sense of Community. <br /> <br />Background: <br />. City Council needs to appropriate $1,169,171 for the following operating and <br />grant funds associated with the Commonwealth Attorney's Office: <br />(1) $428,934 to cover grant program expenditures, primarily payroll related, for prior <br />fiscal years 2003-2004, 2004-2005, 2005-2006 and 2006-2007. <br />(2) $541,283 due to the State Compensation Board approving nine new positions for <br />the Commonwealth Attorney after the City Council adopted its FY 2008 budget on April <br />24,2007 (the State is funding $447,300 of the $541,283). <br />(3) $198,954 to cover salary supplements and other operating costs expected to <br />exceed current budgeted levels for FY 2007-2008. <br /> <br />Discussion: <br />. The following are the funding sources for this $1,169,171 appropriation: <br />o $447,300 from the State's Compensation Board for the nine new positions. <br />o $38,119 from Federal Asset Forfeiture funds. <br />o $683,752 from the Fund Balance of the General Fund ($93,983 for the City's <br />required match for the nine new positions, $160,835 for the Commonwealth Attorney's <br />2007 -08 operating budget, and $428,934 for the four prior years grant program <br />expend itures). <br /> <br />Financial Impact: <br />. This appropriation increases the FY 2007-2008 Operating Budget by $1,169,171. <br /> <br />Staff Recommends: <br />. Adoption of proposed ordinance. The CFO will ensure all necessary budget actions are processed immediately <br />upon adoption of the ordinance. <br /> <br />1. Smith, Holley <br />Nays: None <br /> <br />07 - 516 - Adoption of an ordinance to appropriate $400,000 in the FY 2007-2008 <br />Capital Improvement Fund for the Parking Garage Capital Project and to authorize the <br />transfer of said sum from the Seawall Repairs Capital Project in the FY 2007-2008 <br />Capital Improvement Fund.
