EXPIRATION OF PERMIT: Unless extended as provided under Section <br />40-115 of the Code of the City of Portsmouth, Virginia (2006), the housing use permit <br />shall expire for any portion of the approved project for which building permits have not <br />been issued if the applicant fails to apply for all building permits for the entire project <br />within one year of the adoption of this resolution. <br /> <br />4. Smith, Holley <br />Nays: None <br /> <br />- City Manager's Report - <br /> <br />07 - 514 - Adoption of an ordinance to amend Chapter 2 of the Code of the City of <br />Portsmouth, Virginia (2006) by amending Section 2-111 thereof to adopt the State <br />holiday schedule for City employees. Vision Principle: Bold New Directions. <br /> <br />Background: <br />. Currently, City employees and Constitutional Office employees observe different <br />holiday schedules. City employees follow the holiday schedule as listed in Section 2- <br />111 of the Portsmouth City Code, and Constitutional Offices follow the State holiday <br />schedule. The City of Suffolk already observes the State holiday schedule and the City <br />of Chesapeake converted to the State's schedule effective October 1, 2007. <br />. Over sixteen years ago, on May 14, 1991, City employees received a full day for <br />the day after Thanksgiving as an added holiday. Subsequently, on March 28, 1995, <br />employees received a half-day for Christmas Eve. <br /> <br />Discussion: <br />. The City currently observes ten and a half holidays per year and the State typically <br />provides twelve holidays. If the State holiday schedule is adopted, the City would <br />observe all State holidays, including any additional time off authorized by the Governor. <br />. Adoption of the State holiday schedule would provide all employees with the same <br />holiday schedule. In addition to ensuring consistency for our employees, this would <br />enhance customer service to our citizens and customers and allow them to conduct their <br />City business accordingly with the same days of operation as our courts and State offices. <br />. This amendment would be adopted effective January 1 , 2008. <br /> <br />Financial Impact: <br />. No financial impact is anticipated for this amendment. <br /> <br />Staff Recommends: <br />Adoption of proposed ordinance. The Department of Human Resource Management will update the City's <br />Administrative Policy regarding holidays and work with the Communications Department <br />on public notification. <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO AMEND CHAPTER 2 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (2006) BY AMENDING SECTION 2-111 THEREOF TO <br />ADOPT THE STATE HOLIDAY SCHEDULE FOR CITY EMPLOYEES." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D.
