<br />November 27,2007 <br /> <br />At a Regular Meeting of the City Council on Tuesday, November 27, 2007, there <br />were present: <br /> <br />Vice Mayor Marlene W. Randall, William E. Moody, Jr., Stephen E. Heretick, Elizabeth <br />M. Psimas, Ray A. Smith, Sr., Douglas L. Smith, City Manager Kenneth L. Chandler, <br />City Attorney G. Timothy Oksman. <br /> <br />Reverend Rebeccafrances Powell opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Vice Mayor Randall called the meeting to order and welcomed all In <br />attendance. <br /> <br />Motion by Mr. Heretick, and seconded by Ms. Psi mas, to approve the minutes of <br />a Called Meeting on October 23, 2007, and of a Regular Meeting of October 23, 2007, <br />and was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, D. Smith, R. Smith, Randall <br />Nays: None <br /> <br />- Public Hearing - <br /> <br />07 - 477 <br /> <br />Public hearing to receive citizen input on a proposed Southeastern <br />Public Service Authority Board request to approve a proposed flow <br />control ordinance that would require the disposal of solid waste <br />collected or generated in the City of Portsmouth at facilities <br />designated by the city. <br /> <br />1. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke in support of this item. <br /> <br />07 - 478 - Public hearing on code amendment, housing permit, zoning, and use permit <br />applications: <br /> <br />(a) CA-07-06 <br /> <br />CITY WIDE - The City of Portsmouth requests a code amendment <br />to Chapter 40 of the Code of the City of Portsmouth, Virginia to <br />create the definition of a Single Room Occupancy Facility (SRO). <br />In addition, this code amendment will establish use permit <br />application requirements, parking requirements, density <br />requirements and zoning districts where this use will be permitted. <br />Vision Principle: A Robust and Prospering Economy. <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. R. Smith, to concur with the <br />recommendation of the Planning Commission that CA-07 -06 be approved on first <br />reading, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, R. Smith, D. Smith, Randall <br />Nays: None <br /> <br />(b) HP-07-10 <br /> <br />OlDE TOWNE NEIGHBORHOOD - Portsmouth SB, llC requests <br />a Housing Permit to build four units at 361 Effingham Street. Vision <br />Principle: Thriving Neighborhoods and a Sense of Community. <br /> <br />1. Gary Haste, 3303 Airline Boulevard, spoke in support of this item. <br /> <br />'" Mr. D. Smith disclosed that his brother, Jim Smith, was involved in the development <br />of this project. <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. R. Smith, to concur with the <br />recommendation of the Planning Commission that HP-07-10 be approved on first <br />reading, and was adopted by the following vote: <br />
