I believe it is clear that our City leadership
_nistration recognize and support the need for
_n our schools. I support and have always recognized
~ccordingly, it is my full intent as City Manager to
~ City Council to find and make a way to continue to
)ol Board Facilities Plan. We are about progress in
~nd it is vitally important to have an effective and
competitive educational system. I am of the firm
we can move forward With the improvement of our
.ties. Short of some unforeseen economic calamity, I
:ommend the continued funding of the Schools

~ased to also report today that the School
it and I have come to full agreement on $ major
.th regard to consolidation. Beginning July 1, 1992,
:hool grounds will be maintained by City staff. It is
~t merely to cut the grass. We intend to give public
~ties a well landscaped appearance unparalleled in
3. Our schools will be attractive and stimulating in

both their ei[terior appearance as well as in the quality of the
instructiona1 pro, ram.
This consolidation initiatiye is just one of many more to
come, for it is my intent to position our school system to focus
its attentio9 on instructional programs while many
non-instructional maintenance areas will become the responsibility
of the City.

ECONOMIC DEVELOPMENT

Our ec¢ )mlc development philosophy has been redefined. As
of this day': presentation, we now have a full staff of talented
and energeti( professionals who have experience and demonstrated
competence ii this field.

Central ~o our new philosophy is the understanding that in
order to gro~ and prospe~ economically, our political leadership
must demonsti'ate its staoility and cohesiveness. Business
interests wil not be attracted to a community which they perceive
as being unstable. You, as our elected leaders, must commit

yourselves ii
together for
this communit
viability ha~
to retain ex~
population a~

~ words and actions to the importance of working
the well-being of our entire community.
