<br /> "At the January 14, 1992 City Council meeting, you approved
<br />award of a construction contract to Asbestos Control Services and
<br />appropriatio~ of $272,032~for asbestos removal at the old
<br />Churchtand H~gh School. This was included in the appropriation of
<br />$860,000 for the total demolition project.
<br />
<br /> This wo~k is progressing well and is ahead of schedule;
<br />however, after the initial soil removal it was found that the soil
<br />contaminatior under the School is much more extensive than was
<br />originally e~timated. The Director of Public Works, therefore,
<br />requests permission to exceed the allowable 25% limit ($68,008)
<br />for change o~ders should it become necessary for completion of the
<br />work. /
<br /> Sufficient funds were included in the original appropriation
<br />in anticipation of this situation. Therefore, no additional
<br />appropriatio~ will be required.
<br /> I, therefore, concur with the recommendation of the Director
<br />of Public Wo~ks to exceed the 25% allowable limit for change
<br />orders for t~is project and recommend your approval."

<br />Elm Avenue Ne!ghborhood Facility renovation project in the amount
<br />of $28,542. ?he Director of Public Works requests permission to
<br />award the design contract for this project to Hayes, Seay, Mattern
<br />and Mattern i9 the amount of $28,542. Funding for this project
<br />has been included in the appropriation approved on August 27, 1991
<br />for the Urban/Parks and Recreation Recovery (UPARR) program.
