April 28, 1992 <br /> <br /> "AN ORDINANCE TO APPROPRIATE $500,000 FROM THE PUBLIC <br />UTILITY CAPITAL IMPROVEMENTS FUND FOR CONSTRUCTION OF THE NEW <br />CHURCHLAND WATER TRANSMISSION MAIN. <br /> <br />Ayes: Clemons, Corprew, Epperson, Hawks, King, Williams, Webb <br />Nays: None <br /> <br />CITY MANAGER'S REPORT <br /> <br />92-155 - Letter from the City Manager recommending adoption of <br />a resolution declaring the necessity for construction of the <br />Churchland Water Transmission Main. <br /> <br /> "The construction of the Churchland Water Transmission <br />Main will require the acquisition of some easements, rights-of <br />way and a small amount of property in Suffolk. <br /> <br /> In previous actions, you appropriated the funds for the <br />design of the new main and for the acquisition of the <br />easements, and have approved an agreement with the City of <br />Suffolk for Portsmouth's use of a right-of-way. <br /> <br /> The City Attorney and Director of Public Utilities have <br />informed me that in order to comply with the State Code <br />concerning acquisition of property in another jurisdiction, a <br />resolution declaring necessity is required.~ <br /> <br /> We have advertised the required Notice in the paper and <br />are asking for your approval of a resolution declaring the <br />necessity for this main. Approval of this resolution will <br />allow for this project to remain on schedule." <br /> <br /> Motion of Mr. Clemons and seconded by Mr. Williams, the <br />following resolution was adopted on first and final reading and <br />by the following vote: <br /> <br /> "A RESOLUTION DECLARING THE NECESSITY FOR THE CONSTRUCTION <br />OF A NEW WATER TRANSMISSION MAIN IN THE CITY OF SUFFOLK TO <br />SERVE THE CITIZENS OF THE CITY OF PORTSMOUTH. <br /> <br /> WHEREASf the Director of Public Utilities for the City of <br />Portsmouth, Virginia, has recommended the construction of a new <br />water transmission main from the City's water plant in the City <br />of Suffolk to connect with existing lines belonging to the City <br />of Portsmouth; and <br /> <br /> WHEREAS, the City Council, after duly published notice, <br />conducted a public hearing on April 28, 1992, on the necessity <br />for the construction of the proposed water transmission main;~ <br />and <br /> <br /> WHEREAS, the City Council has determined, after said <br /> public hearing, that the water transmission capacity of the <br /> existing transmission main was reached in approximately <br /> 1988-1989; and <br /> <br /> WHEREAS, additional water will be required for the <br />expected development of the City's port area, the Cox property <br />in Churchland, and other vacant land throughout the city; and <br /> <br /> WHEREAS, the City Council has also determined that <br />approximately eighty percent (80%) of the water transmitted in <br />the new main will serve water customers within the boundaries <br />of the City of Portsmouth. <br /> <br /> <br />
