April 28, 1992 "AN ORDINANCE TO APPROPRIATE $500,000 FROM THE PUBLIC UTILITY CAPITAL IMPROVEMENTS FUND FOR CONSTRUCTION OF THE NEW CHURCHLAND WATER TRANSMISSION MAIN. Ayes: Clemons, Corprew, Epperson, Hawks, King, Williams, Webb Nays: None CITY MANAGER'S REPORT 92-155 - Letter from the City Manager recommending adoption of a resolution declaring the necessity for construction of the Churchland Water Transmission Main. "The construction of the Churchland Water Transmission Main will require the acquisition of some easements, rights-of way and a small amount of property in Suffolk. In previous actions, you appropriated the funds for the design of the new main and for the acquisition of the easements, and have approved an agreement with the City of Suffolk for Portsmouth's use of a right-of-way. The City Attorney and Director of Public Utilities have informed me that in order to comply with the State Code concerning acquisition of property in another jurisdiction, a resolution declaring necessity is required.~ We have advertised the required Notice in the paper and are asking for your approval of a resolution declaring the necessity for this main. Approval of this resolution will allow for this project to remain on schedule." Motion of Mr. Clemons and seconded by Mr. Williams, the following resolution was adopted on first and final reading and by the following vote: "A RESOLUTION DECLARING THE NECESSITY FOR THE CONSTRUCTION OF A NEW WATER TRANSMISSION MAIN IN THE CITY OF SUFFOLK TO SERVE THE CITIZENS OF THE CITY OF PORTSMOUTH. WHEREASf the Director of Public Utilities for the City of Portsmouth, Virginia, has recommended the construction of a new water transmission main from the City's water plant in the City of Suffolk to connect with existing lines belonging to the City of Portsmouth; and WHEREAS, the City Council, after duly published notice, conducted a public hearing on April 28, 1992, on the necessity for the construction of the proposed water transmission main;~ and WHEREAS, the City Council has determined, after said public hearing, that the water transmission capacity of the existing transmission main was reached in approximately 1988-1989; and WHEREAS, additional water will be required for the expected development of the City's port area, the Cox property in Churchland, and other vacant land throughout the city; and WHEREAS, the City Council has also determined that approximately eighty percent (80%) of the water transmitted in the new main will serve water customers within the boundaries of the City of Portsmouth.
