December 12, 2000 BE IT FURTHER RESOLVED, by the Council of the City of Portsmouth, Virginia, that the City Manager be, and he hereby is authorized to convey to utility companies such easements as are necessary for them to remove and reset utilities adjacent to the improved Turnpike Road right of way." Ayes: Benn, Moody, Pitts, Robinett, Whitehurst, Holley Nays: None Abstained: Griffin (Mr. Griffin abstained due to property ownership.) 00 - 314 - Adoption of a resolution authorizing the City Manager to execute an easement to Virginia Power for the new Social Services Building at 1701 High Street. Recommendation: · Adoption of a resolution authorizing the City Manager to execute an easement to Virginia Power for the new Social Services Building at 1701 High Street. Purpose and Need: · This easement has been requested by Virginia Power to provide a place for primary distribution of electric power to the new Social Services building, and will be located adjacent to County Street. Financial Impact: · There is no financial impact. Motion by Mr. Robinett, and seconded by Mr. Moody, to adopt the following resolution, and was adopted by the following vote: "A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AN EASEMENT TO VIRGINIA POWER TO BE LOCATED ADJACENT TO THE NORTH SIDE OF COUNTY STREET. BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the City Manager be, and he hereby is, authorized to execute an easement to Virginia Power for the provision of electric power to City property located in the area of County Street, High Street and Williamsburg Avenue upon such terms as he deems appropriate and in the best interest of the City." Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley Nays: None 00 - 315 - Adoption of a resolution authorizing acquisition of the property containing the First Union National Bank Building, 430 Crawford Street and approval of an ordinance appropriating $1.8 million in the Capital Improvement Fund, for construction of the proposed new downtown parking garage. Recommendation: · Approval of a resolution authorizing acquisition of the property containing the First Union National Bank Building, 430 Crawford Street and approval of an ordinance appropriating $1.8 million in the Capital Improvement Fund. Purpose and Need: · The property containing the subject building also includes a large parking lot, which is needed for construction of the proposed new downtown parking garage. · The new parking garage will serve the proposed Virginia Sports Hall of Fame, the Children's Museum, and numerous existing and future restaurants and shops on High Street. · It is anticipated that the property will be purchased by the City and then sold to a private developer for $1.8 million.
