<br />October 9. 2007 <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that: <br /> <br />1. Because the developers of the proposed refinery have failed to provide any <br />credible evidence to rebut the inferences that the proposed refinery will harm <br />community preservation, quality of life, and public health, the Council hereby makes a <br />factual finding and legislative conclusion that the proposed refinery will in fact cause <br />such harm. <br /> <br />2. For this reason, the Council hereby expresses absolute and unconditional <br />opposition to the proposed refinery. <br /> <br />3. The City Clerk is directed to convey an attested copy of this resolution to the <br />City of Chesapeake. <br /> <br />4. The City Manager and the City Attorney are hereby authorized and directed to <br />take all such other and further actions as may be needed to prevent development of the <br />proposed refinery and to protect communities, citizens, property, public welfare, and <br />public health. The City Manager and the City Attorney shall from time to time report to <br />City Council on the status of all matters encompassed in this resolution." <br /> <br />Ayes: Heretick, Moody, Psi mas, D. Smith, R. Smith, Randall <br />Nays: None <br /> <br />- New Business - <br /> <br />07 - 445 - Boards and Commissions <br /> <br />Mr. Moody offered the following nominations: <br /> <br />HISTORIC PRESERVATION COMMISSION <br /> <br />Joel Andre to be appointed to fill a one-year term ending October 31, 2008. <br /> <br />Joanna Hall to be appointed to fill a two-year term ending October 31, 2009. <br /> <br />Clayton 1. Hough to be appointed to fill a two-year term ending October 31, 2009. <br /> <br />Richard J. Ivy to be appointed to fill a three-year term ending October 31, 2010. <br /> <br />Christine O. McLellan Babcock to be appointed as an alternate to fill a one-year term <br />ending October 31,2008. <br /> <br />Dr. Mel L. Milton to be appointed to fill a three-year term ending October 31, 2010. <br /> <br />Laura A. O'Reilly to be appointed as an alternate to fill a three-year term ending <br />October 31, 2010. <br /> <br />Patrice Ward to be appointed to fill a three-year term ending October 31, 2010. <br /> <br />Peter A. Youngblood to be appointed to fill a two-year term ending October 31, 2009. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Psi mas, to close nominations, and <br />the above nominations were adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, D. Smith, R. Smith, Randall <br />Nays: None <br />
