The grant will be matched with $22,500 in <br />inkind servi(~es provided by the planning staff. No cash outlay <br />will be required. This grant was approved to pay the salary of a <br />planner to r~view development proposals required under the Bay <br />Act. <br /> <br /> I recomr~end approval of a motion transferring $22,500 from <br />the General 'und Contingency (Emergency) Account. This center consists of a <br />diagnostic d~vice, a touch screen, voice response system to teach <br />the alphabet and four computers and two printers with IBM based <br />literacy sofl.ware to carry adult illiterates from a knowledge of <br />the alphabet to whatever reading level they wish. The center <br />comes fully ~urnished with tables, desks and chairs. <br />The equipmen~ and software is in place on the second floor of the <br />library. / <br /> ! <br /> The cen~er will be called PULL (Portsmouth Urban Literacy <br />Laboratory) 9nd open to any adult with reading problems. The <br />center is proposed to open in August. Th~ federal government has <br />granted an a~ditional $20,000 from the Library Services and <br />Construction~Act to the Portsmouth Public Library to hire staff <br />for one year,to administe~ this center. During this year (fiscal <br />1992-93), th~se staff memDers~will provide training to volunteers <br />to offer this servi6~ on a continuing basis When all grant funds <br />are expendedt <br /> I recom~.end approval of this award and the transfer of <br />$20,000 from the General Fund Contingency (Emergency) Account <br />to support t~e program." <br /> <br /> <br />
