June 23, 1992 <br /> <br /> "The Department of Criminal Justice Services (DCJS) has <br />awarded the Police Department a continuation of the Intensified <br />Drug Enforcement Assistance (I.D.E.A.) grant for activities <br />associated with "Take Back the Streets." As you know, this <br />will be the second year of operations for this very successful <br />community-based program~ The total amount of the grant is <br />$201,835, with DCJS funding 90% of that amount, or$181,642. <br />The remaining 10%, or $20,183, will be funded by !the City. The <br />grant could be renewed for a third and final year. The <br />contribution ratios for the third year will be 75% for the <br />State~ 25% for the City. <br /> <br /> Since January, 1992, members Of the civic groups in <br />Cradock, Cavalier Manor, and the Tri-League area, have worked <br />side-by-side with police officers as part of a comprehensive <br />program designed to highlight commu~nity involvement in drug <br />eradication. Thins grant will provide for more than 3,900 <br />man-hours of police presence in the target areas during FY <br />92-93, as well as the purchase of some surveillance and <br />administrative support equipment. <br /> <br /> Given the magnitude of this grant, the degree of community <br />support achieved during the short time that "Take Back the <br />Streets" haslbeen operational, and the~advantageous funding <br />ratios, I recommend the transfer of $201,835 from the General <br />Fund Contingency (Emergency) Account to cover the City's <br />required contribution to this program." <br /> <br /> Motion of Mr. King, seconded by Mr. Clemons, to transfer <br />$201,835 from the General Fund Contingency (Emergency) Account <br />to fund the "Take Back of the Streets" program and was adopted <br />on first and final reading and by the following vote: <br /> <br />Ayes: Clemons, Corprew, Epperson, Hawks, King, Williams, Webb <br />Nays: None <br /> <br />92-216 Letter from the City Manager recommending adoption of a <br />motion to transfer $46,107 from the General Fund Contingency <br />(Emergency) Account for continued funding of the Victim Witness <br />Assistance Program. <br /> <br /> "The Victim Witness Program in our Commonwealth's <br />Attorney's Office has applied for continued funding of their <br />present grant from the Department of Criminal Justice Services. <br />This grant request is for $46,107 requiring no City match. <br /> <br /> This program has been in existence since 1976 and provides <br />crucial services needed by citizens in Portsmouth when they <br />become victimized by crime~ Our program goals for fiscal year <br />1992-93 include: <br /> <br />1. Providing direct services to 656 victims; <br /> <br /> 2. Assisting 152 victims in filing for crime compensation <br />resulting in $180,000 in awards; <br /> <br /> 3. Direct contact with over 5,000 victims and witnesses <br />to crime; and <br /> <br /> 4. Implementation of a homicide survivor group for family <br />members of homicide victims. <br /> <br /> I recommend the approval of this grant request, contingent <br />upon funding, which is expected, by the Department of Criminal <br />Justice Services, from the General Fund Contingency (Emergency) <br />Account." <br /> <br /> <br />
