<br />September 25. 2007 <br /> <br />- City Manager's Report - <br /> <br />07 - 406 - Adoption of an ordinance accepting a grant in the amount of $156,813 from <br />the United States Department of Justice and appropriating the same amount in the FY <br />2007 -2008 Grants Fund for the Drug Court program and for Police technology and <br />equipment. Vision Principle: Bold New Directions and Thriving Neighborhoods and a <br />Sense of Community. <br /> <br />Background: <br />. The Portsmouth Police Department has received grant funding of $156,813 from <br />the Department of Justice - Bureau of Justice Assistance to provide funds for <br />technology equipment and continued funding to support the Drug Court Program. <br /> <br />Discussion: <br />. The FY 2007 Justice Assistance Grant will be used to provide funding for <br />equipment and technology initiatives that will improve the Portsmouth Police <br />Department's ability to respond to incidents within the City. Additionally funds will be <br />used to support the Adult Drug Court programs within the Circuit Court. <br /> <br />Financial Impact: <br />. There is no City cash match required and no continuing obligation from the City <br />once the grant has ended. <br /> <br />Staff Recommends: <br />Adoption of proposed ordinance. Vision Principle: Neighborhood and Community <br />Transformation and Bold New Directions. <br /> <br />Next Steps Following Council Action: <br />. The Chief of Police or his designee will provide grant management and oversight. <br /> <br />Motion by Mr. Heretick, and seconded by Ms. Psi mas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $156,813 FROM THE <br />UNITED STATES DEPARTMENT OF JUSTICE AND APPROPRIATING THE SAME <br />AMOUNT IN THE FY 2007-2008 GRANTS FUND FOR THE DRUG COURT <br />PROGRAM AND FOR POLICE TECHNOLOGY AND EQUIPMENT." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley <br />Nays: None <br /> <br />07 - 407 - Adoption of a resolution authorizing the City Manager to execute a Project <br />Administration Agreement with the Virginia Department of Transportation to obtain grant <br />funds for the replacement of the traffic signal at Airline and Portsmouth Boulevards. <br />Vision Principles: Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. Funds were made available from the Federal Highway Administration to <br />jurisdictions within the State of Virginia through a program entitled Congestion, <br />Mitigation, and Air Quality (CMAQ). The program is administered through the Virginia <br />Department of Transportation (VDOT) <br />. The Engineering Department submitted a grant application through the Hampton <br />Roads Planning District Commission for funds to replace the traffic signal at the <br />intersection of Airline and Portsmouth Blvd. better known as Alexander's Corner. <br /> <br />Discussion: <br />. The City of Portsmouth received a grant award in the amount of $891,500 <br />through VDOT and the Federal CMAQ program. <br />. In order to receive the funds and administer the project, the City of Portsmouth is <br />required to sign the attached Project Administration Agreement with VDOT. <br />
