July 14, 1992 At a Regular Meeting of the City Council held on Tuesday, July 14, 1992, there were present: Mayor Gloria O. Webb, Vice Mayor Lee E. King, Johnny M. Clemons, John H. Epperson, Bernard D. Griffin, Sr.~ James C. Hawks, Cameron C. Pit%s, V. Wayne Ortonr City Manager, Stuart E. Katz, City Attorney. Rev. Terry Riddle, Grove Park Baptist Church, opened the meeting with prayer followed by the Pledge of Allegiance to the Flag. Mayor Webb ~e~lcomed ~t~in ,attendanCes. Motion of Mr. Hawks and seconded by Mr. Epperson, the minutes of the Called Meeting on June 23, 1992; the Regular Meeting on June 23, 1992; the Called Meeting on June 25, 1991; and the Regular Meeting on June 25, 1992; the Called Meeting on July 1, 1992 were approved and adopted-by unanimous vote. 92-235 - Presentation of lapel pins to newly appointed Boards and Commissions members. 92-236 - NON-AGENDA SPEAKERS 1. Charlie Riddick, 718 Henry Street, spoke on property within the ABEX Superfund Site with reference to lead contamination clean-up. 2. Joyce Gatling, 1725 Effingham Street, spoke on property within the ABEX Superfund Site with reference to lead contamination clean-up 3. Rafiq Zaidi, 3106 Hull Street, representing the Black Concerned Citizens, spoke on the conditions of the City Jail. 4. Charlotte Scott, 5658 Craneybrook Lane ~B, spoke on the lead contamination in the Washington Park area. 5. Helen Person, 1314 Green Street, spoke on the lead contamination in the Washington Park area. 6. Sabrina Vincent, 1439 Green Street, spoke on the lead contamination in the Washington Park area. 7. J. Brewer Moore, 308 Bobby Jones Drive, spoke on "Midcity's Midlife Crisis". 8. John W. Perry, 2805 Victory Blvd., ~11~ Spoke on tractor trailers traveling along Deep Creek Blvd. and also the right turn sign on Victory Blvd, 9. Lee Ann Nurse, Environmental Protection Agency, relayed information on the cleanup of the Washington Park area and surrounding area. - UNFINISHED BUSINESS - NONE CITY MANAGER'S REPORT 92-237 - Letter from the City Manager recommending adoption of an ordinance to amend Chapter 13 of the code of the City of Portsmouth, Virginia, 1988, by amending Section 13-82 thereof, pertaining to fire protection and prevention.
