July 14, 1992 <br /> <br /> At a Regular Meeting of the City Council held on Tuesday, <br />July 14, 1992, there were present: <br /> <br /> Mayor Gloria O. Webb, Vice Mayor Lee E. King, Johnny M. <br />Clemons, John H. Epperson, Bernard D. Griffin, Sr.~ James C. <br />Hawks, Cameron C. Pit%s, V. Wayne Ortonr City Manager, Stuart <br />E. Katz, City Attorney. <br /> <br /> Rev. Terry Riddle, Grove Park Baptist Church, opened the <br />meeting with prayer followed by the Pledge of Allegiance to the <br />Flag. <br /> <br />Mayor Webb ~e~lcomed ~t~in ,attendanCes. <br /> <br /> Motion of Mr. Hawks and seconded by Mr. Epperson, the <br />minutes of the Called Meeting on June 23, 1992; the Regular <br />Meeting on June 23, 1992; the Called Meeting on June 25, 1991; <br />and the Regular Meeting on June 25, 1992; the Called Meeting on <br />July 1, 1992 were approved and adopted-by unanimous vote. <br /> <br />92-235 - Presentation of lapel pins to newly appointed Boards <br />and Commissions members. <br /> <br />92-236 - NON-AGENDA SPEAKERS <br /> <br />1. Charlie Riddick, 718 Henry Street, spoke on property within <br />the ABEX Superfund Site with reference to lead contamination <br />clean-up. <br /> <br />2. Joyce Gatling, 1725 Effingham Street, spoke on property <br />within the ABEX Superfund Site with reference to lead <br />contamination clean-up <br /> <br />3. Rafiq Zaidi, 3106 Hull Street, representing the Black <br />Concerned Citizens, spoke on the conditions of the City Jail. <br /> <br />4. Charlotte Scott, 5658 Craneybrook Lane ~B, spoke on the lead <br />contamination in the Washington Park area. <br /> <br />5. Helen Person, 1314 Green Street, spoke on the lead <br />contamination in the Washington Park area. <br /> <br />6. Sabrina Vincent, 1439 Green Street, spoke on the lead <br />contamination in the Washington Park area. <br /> <br />7. J. Brewer Moore, 308 Bobby Jones Drive, spoke on "Midcity's <br />Midlife Crisis". <br /> <br />8. John W. Perry, 2805 Victory Blvd., ~11~ Spoke on tractor <br />trailers traveling along Deep Creek Blvd. and also the right <br />turn sign on Victory Blvd, <br /> <br />9. Lee Ann Nurse, Environmental Protection Agency, relayed <br />information on the cleanup of the Washington Park area and <br />surrounding area. <br /> <br />- UNFINISHED BUSINESS - <br /> <br />NONE <br /> <br />CITY MANAGER'S REPORT <br /> <br />92-237 - Letter from the City Manager recommending adoption of <br />an ordinance to amend Chapter 13 of the code of the City of <br />Portsmouth, Virginia, 1988, by amending Section 13-82 thereof, <br />pertaining to fire protection and prevention. <br /> <br /> <br />
