<br />AUQust 28. 2007 <br /> <br />Background: <br />. Governor Kaine signed legislation on Internet filters in public libraries. House <br />Bill 2197 (Nixon) and Senate Bill 1393 (Stosch) will require that libraries that receive <br />state funds have Internet filters on all their computers that block pornography, obscene <br />materials, and materials harmful to minors. <br />. $190,000 was awarded by the Library of Virginia to assist public libraries to meet <br />the new filtering requirements for public use Internet computers. (Code of Virginia 42.1- <br />36.1) Funding was based on the number of public use Internet computers reported on <br />the FY2006 Bibliostat report. These funds must be spent on equipment, software, <br />telecommunications or processes directly related to compliance. <br /> <br />Discussion: <br />. Funding sent by the Library of Virginia will be used to pay the cost of providing <br />filtering software and hardware for 49 public use Internet computers. <br /> <br />Financial Impact: <br />. There is no financial impact on the City <br /> <br />Staff Recommends: <br />Adoption of a proposed ordinance. Vision Principles: Lifelong Learning Community and <br />Thriving Neighborhoods and a Sense of Community. <br /> <br />Next Steps Following Council Action: <br />. Pending approval, the Director of Libraries will ensure the funds are utilized to <br />provide payment for filtering requirements. <br /> <br />Motion by Mr. Moody, and seconded by Mr. R. Smith, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE APPROPRIATING IN THE FY 2007-2008 GENERAL FUND AN <br />ALLOCATION IN THE AMOUNT OF $2,063 FROM THE LIBRARY OF VIRGINIA TO <br />FUND COMPLIANCE WITH FILTERING REQUIREMENTS FOR PUBLIC USE <br />INTERNET COMPUTERS IN THE PUBLIC LIBRARIES." <br /> <br />Ayes: Heretick, Moody, Psi mas, D. Smith, R. Smith, Holley <br />Nays: None <br /> <br />- New Business - <br /> <br />07 - 370 - Boards and Commissions <br /> <br />Mr. Moody offered the following nominations: <br /> <br />AMERICANS WITH DISABILITIES COMMISSION <br /> <br />David Forsythe to be appointed to fill a three year term ending December 31, 2009, <br />replacing Marilou Spacek. <br /> <br />COMMUNITY CRIMINAL JUSTICE BOARD <br /> <br />Stormy Thorson to be appointed to fill an unexpired term ending March 31, 2010, <br />replacing Lonnie McClain. <br /> <br />HISTORY COMMISSION <br /> <br />J. Brewer Moore to be appointed to fill an unexpired term ending June 30,2009, <br />replacing Stanley Semple. <br /> <br />Bradley Stewart to be appointed to fill an unexpired term ending June 30, 2010, <br />replacing Frank Allen. <br />
