<br />AUQust 28. 2007 <br /> <br />(f) CA-07 -03 <br /> <br />Ordinance granting code amendments to Chapters 14, 35, and 40 <br />of the Code of the City of Portsmouth, Virginia to modify sections <br />of these chapters that pertain to Historic Districts. The <br />amendments seek to create one Historic Preservation <br />Commission, revise the historic architectural review process and <br />establish new Historic Guidelines. Vision Principle: Thriving <br />Neighborhoods and a Sense of Community, and a Robust and <br />Prospering Economy. <br /> <br />Motion by Mr. Heretick, and seconded by Ms. Psi mas, to defer consideration of <br />CA-07 -03 to the September 11, 2007 Council meeting, and was adopted by the <br />following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, R. Smith, D. Smith, Holley <br />Nays: None <br /> <br />- City Manager's Report - <br /> <br />07 - 367 - Adoption of an ordinance approving the reallocation of $70,399 in <br />Community Development Block Grant (CDBG) Funds in the 2004, 2005, and 2006 <br />Action Plans. Vision Principle: Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. This action will authorize the City Manager to make the necessary amendments <br />to the 2004, 2005, and 2006 CDBG Action Plans for Community Planning and <br />Development funds and to continue our high priority activities to improve neighborhood <br />quality in Portsmouth. <br /> <br />Discussion: <br />. On April 3, 2003, City Council adopted the 2004 CDBG Action Plan for <br />submission to the Department of Housing and Urban Development. The Section 108 <br />Holiday Inn project was closed in 2005. The 2004 & 2005 Section 108 projects still <br />have remaining budgets in the amount of $32,105. <br />. On April 13, 2004, City Council adopted the 2005 CDBG Action Plan for <br />submission to the Department of Housing and Urban Development. The Portsmouth <br />Community Health Department was awarded $25,000 for a Diabetic Educator in <br />program year 2005. Due to the organization's budget and staffing issues, they have not <br />utilized the funding in an adequate time frame. The project has a remaining balance in <br />the amount of $10,880. <br />. On March 22, 2005, City Council adopted the 2006 CDBG Action Plan for <br />submission to the Department of Housing and Urban Development. The Portsmouth <br />Police Department was awarded $32,252 for a Weed and Seed coordinator in program <br />year 2006. The Police Department applied for and was awarded other grant funds for <br />the same position. Currently a budget amount of $27,404 has not been utilized in an <br />adequate time frame. <br /> <br />Financial Impact: <br />. Per above, these amendments will allow $70,389 In CDBG funds to be <br />reprogrammed for the Summer Homeless Shelter. <br /> <br />Staff Recommends: <br />Adoption of proposed ordinance. Vision Principle: Thriving Neighborhoods and a <br />Sense of Community. <br /> <br />Next Steps Following Council Action: <br />. None <br /> <br />Motion by Mr. Moody, and seconded by Mr. D. Smith, to adopt the following <br />ordinance, and was adopted by the following vote: <br />
