<br />At a Regular Meeting of the City Council on Tuesday, August 14, 2007, there
<br />were present:
<br />
<br />Mayor James W. Holley III, William E. Moody, Jr., Stephen E. Heretick, Elizabeth M.
<br />Psi mas, Ray A. Smith, Sr., Douglas L. Smith, City Manager Kenneth L. Chandler, City
<br />Attorney G. Timothy Oksman.
<br />
<br />Councilman Douglas L. Smith opened the meeting with prayer, which was
<br />followed by the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Holley called the meeting to order and welcomed all in attendance.
<br />
<br />Motion by Ms. Psi mas, and seconded by Mr. Moody, to approve the minutes of a
<br />Called Meeting on July 24, 2007, and of a Regular Meeting of July 24, 2007, and was
<br />adopted by the following vote:
<br />
<br />Ayes: Heretick, Moody, Psi mas, D. Smith, R. Smith, Holley
<br />Nays: None

<br />- Public Hearing -
<br />
<br />07 - 345 - Rezoning, housing permit, use permit, street closure and code amendment
<br />applications:
<br />
<br />(a) Z-07-10
<br />
<br />WESTBURY - The Portsmouth Redevelopment and Housing
<br />Authority requests the rezoning of a portion of property located at
<br />925 Godwin Street from Residential Multifamily (RM-60) to
<br />Downtown Residential (D-2-R). Vision Principle: Thriving
<br />Neighborhoods and a Sense of Community, and a Robust and
<br />Prospering Economy.
<br />
<br />There were no speakers.

<br />Motion by Mr. Moody, and seconded by Mr. R. Smith, to concur with the
<br />recommendation of the Planning Commission that Z-07-1 0 be approved on first reading,
<br />and was adopted by the following vote:

<br />Nays: None

<br />(b) HP-07-08
<br />
<br />WESTBURY - The Portsmouth Redevelopment and Housing
<br />Authority request a housing project review to construct 107
<br />residential units at 1501 King Street, 700 Godwin Street, 610 Twine
<br />Avenue, and 925 Godwin Street. Vision Principle: Vision Principle:
<br />Thriving Neighborhoods and a Sense of Community, and a Robust
<br />and Prospering Economy.

<br />Motion by Mr. Heretick, and seconded by Ms. Psimas, to concur with the
<br />recommendation of the Planning Commission that HP-07 -08 be approved on first
<br />reading, and was adopted by the following vote:

<br />Nays: None

<br />(c) UP-07 -15
<br />
<br />DOWNTOWN - Andrew Forysiak requests a use permit to operate a
<br />restaurant at 619 High Street. The property is currently zoned
<br />downtown mixed-use, D-1-M. Vision Principle: A Robust and
<br />Prospering Economy.
