Vision
Principle: Pride of Past, Promise of Future.

Background:
. These books are the oldest two of the 972 Deed Books recorded in the Circuit
Court Clerk's office. Their preservation is the beginning of a project to insure that the
City's land records are maintained for future generations. All land records for the City of
Portsmouth are recorded in the Clerk's office, and it is important for future land
transactions that our records are legible and available for title searches and research.
. Deed Book 1 (1858-1859) and Deed Book 2 (1859-1865) are to be completely
dismantled and residual glue removed. All tape and previous mends are to be removed
to the extent possible without causing damage to paper and inks. All major chips and
tears are to be mended with Japanese tissue. Paper is to be deacidified. Pages to be
placed into envelops of 3 mil archival grade polyester with infrared welded seams,
leaving no exposed edges (four sided seal). Envelopes to be placed in custom canvas
cover post binders with canvas jackets.

Discussion:
. The Clerk of Circuit Court has agreed to all of the services and reports required
by this grant.

Financial Impact:
. There is no financial impact on the City.

Staff Recommends:
Adoption of proposed ordinance. Vision Principle: Pride of Past, Promise of Future.
