<br />Julv 10. 2007 <br /> <br />At a Regular Meeting of the City Council on Tuesday, July 10, 2007, there were <br />present: <br /> <br />Mayor James W. Holley III, Stephen E. Heretick, Elizabeth M. Psimas, Ray A. Smith, <br />Sr., Douglas L. Smith, City Manager James B. Oliver, Jr., City Attorney G. Timothy <br />Oksman. <br /> <br />Councilwoman Elizabeth M. Psi mas opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. R. Smith, to approve the minutes of <br />a Called Meeting on June 26, 2007, of a Regular Meeting of June 26, 2007, and of a <br />Called Meeting of June 28,2007, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Psi mas, D. Smith, R. Smith, Holley <br />Nays: None <br /> <br />07 - 310 - Presentations: <br /> <br />. Presentation of plaque and flowers to Ms. Debra White by Mr. Clyde Toler for her <br />outstanding work with the Memorial Day Parade. <br /> <br />. Proclamation presented to the Hunter's Point Civic League for Scholarship <br />Recognition Month. <br /> <br />. Proclamation presented to Rodrick Dixon. <br /> <br />. Presentation of special lapel pins to newly appointed Board and Commission <br />members. <br /> <br />- Public Hearing - <br /> <br />07 - 311 <br /> <br />Public hearing on a proposed amendment of Chapter 10 of the City <br />Code to divide Voting Precinct No. 37 and to create a new Voting <br />Precinct No. 39 in the Churchland portion of the City. The <br />proposed voting place for the new Precinct No. 39 will be River <br />Shore Baptist Church, 4501 River Shore Road. <br /> <br />There were no speakers. <br /> <br />07 - 312 - Use permit, rezoning and housing permit applications: <br /> <br />(a) UP-07-11 <br /> <br />HATTONSVILLE - John Frahm request a use permit to operate a <br />44-seat restaurant at 3107 Airline Boulevard. Vision Principle: A <br />Robust and Prospering Economy. <br /> <br />1. Colleen Frahm, 3729 Western Branch Boulevard, spoke in support of this item. <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Heretick, to concur with the <br />recommendation of the Planning Commission that UP-07-11 be approved, with <br />modifications, on first reading, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Psi mas, R. Smith, D. Smith, Holley <br />Nays: None <br /> <br />(b) UP-07-13 <br /> <br />DOWNTOWN - Bonita Golay request a use permit to operate a <br />restaurant and entertainment establishment at 623 High Street. <br />Vision Principle: A Robust and Prospering Economy. <br />
