<br />504 <br /> <br />Julv 10. 2007 <br /> <br />At a Called Meeting of the City Council on Tuesday, July 10, 2007, there were present: <br /> <br />Mayor James W. Holley III, Stephen E. Heretick, Elizabeth M. Psimas, Ray A. Smith, Sr., <br />Douglas L. Smith, City Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. <br /> <br />07 - 307 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held the 6th Floor Conference <br />Room, 801 Crawford Street, 5:00 p.m., Tuesday, July 10, 2007 for the purpose of a Public Work <br />Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />07 - 308 - The following items were discussed in Public Work Session: <br /> <br />1. Water Briefing - Jim Spacek <br /> <br />2. Vacant Parcel Study - Steve Lynch <br /> <br />3. Planning Activities Update - Landon Wellford <br /> <br />07 - 309 - Motion by Mr. D. Smith, and seconded by Mr. Heretick, to go into Closed Meeting <br />pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to consult with legal <br />counsel about specific legal matters requiring legal advice, as authorized by paragraph 7. <br /> <br />The subject matter shall be the proposed ethanol refinery in the City of Chesapeake. <br /> <br />The purpose shall be to permit confidential discussion of negotiating position and <br />strategy. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />Motion by Ms. Psimas, and seconded by Mr. D. Smith, pursuant to Section 2.2-3712(D) <br />of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the <br />immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting requirements by <br />the Virginia Freedom of Information Act, and <br /> <br />2.
