June 12. 2007

WHEREAS, in the judgment of this Council, it is in the interest of the City and its
inhabitants that the said Amendment be approved.

NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
Portsmouth, Virginia:

1. That regarding Amendment No.1, it is hereby found:

(a) That the objectives of the Centre AvenuelOak Street Redevelopment Project,
can be better achieved by the adoption of said Amendment to the Plan.

(b) That Amendment No.1 meets the requirements of a plan for an urban renewal
project pursuant to Chapter 1 of Title 36 of the Code of Virginia, 1950, as amended.

2. That Amendment No.1, having been duly reviewed and considered, is
hereby approved and adopted, and the City Clerk is hereby directed to file a copy of
said Amendment with the minutes of this meeting."

Ayes: Moody, Psimas, Randall, D. Smith, R. Smith, Holley
Nays: None

07 - 267 - Adoption of a resolution approving the Community Planning and
Development 2008 Action Plan of the City of Portsmouth, Virginia, and the required
amendments to the FY 2005-2009 Consolidated Plan and authorizing the City Manager
to file documents required to obtain the City's Community Planning and Development
Grant Entitlements. Vision Principle: Thriving Neighborhoods and a Sense of
Community.

Background:
. This action will authorize the City Manager to make application to the U. S.
Department of Housing and Urban Development (HUD) for Community Planning and
Development funds and to continue our high priority activities to improve neighborhood
quality in Portsmouth.

Discussion:
. The 2008 Action Plan reflects the initiatives proposed for funding through the
Community Development Block Grant (CDBG), and the Home Investment Partnerships
(HOME) programs for the fourth year of the five-year period covered by the 2005-2009
Consolidated Plan for Housing and Community Development, which was adopted in
2005. The required Consolidated Plan amendments include the implementation of
Performance Measurements.
. By adopting this resolution, City Council will be authorizing the City to allocate its
2008 CDBG and HOME entitlement grant funding and other resources to this year's
selected recipients, in the amounts of $2,399,024, and $1,197,845, respectively. This
funding is used to assist with opportunities to develop viable communities by providing
decent housing and suitable living environments, and by expanding economic
opportunities, principally for low- and moderate-income persons in the City of
Portsmouth.

Financial Impact:
. There is no financial impact on the City.

Staff Recommends:
Adoption of proposed resolution. Vision Principle: Thriving Neighborhoods and a Sense
of Community.
