June 12. 2007 07 - 268 - Adoption of a resolution authorizing the City Manager to execute a deed and other necessary instruments to convey to Economic Development Authority of the City of Portsmouth, Virginia a portion of the parcel of land (the former Effingham Street Fire Station) located at 361 Effingham Street and designated as Tax Parcel 0020-0180. This property has been vacant since the Fire Headquarters was moved to its new location on Effingham Street nearer to the Naval Shipyard. Discussion: . The property is located at the southeast corner of Effingham and North Streets, and is in a very favorable area for development. . The development of this site will serve the Old TownlDowntown areas as well as the Naval Hospital, and should serve to promote development along the Effingham Street corridor. Financial Impact: . The property will be sold to a private developer, and will return to the tax rolls. Recommended Action: Adoption of proposed resolution. Pending approval, the City Manager will execute the deed and any other documents necessary to convey the property to the Economic Development Authority. . Pending approval, the Offices of the City Attorney and City Surveyor will draft appropriate plats and documents in order to effectuate the exchange. Motion by Ms. Randall, and seconded by Ms. Psimas, to adopt the following resolution, and was adopted by the following vote: "RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A DEED AND OTHER NECESSARY INSTRUMENTS TO CONVEY TO ECONOMIC DEVELOPMENT AUTHORITY OF THE CITY OF PORTSMOUTH, VIRGINIA A PORTION OF THE PARCEL OF LAND (THE FORMER EFFINGHAM STREET FIRE STATION) LOCATED AT 361 EFFINGHAM STREET AND DESIGNATED AS TAX PARCEL 0020-0180. BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the City Manager be, and he hereby is, authorized to execute a deed and other necessary instruments to convey to the Economic Development Authority of the City of Portsmouth, Virginia a portion of the parcel of land as shown on the exhibit attached entitled "EXHIBIT SHOWING DEVELOPMENT PARCEL PORTSMOUTH, VIRGINIA", dated May 30, 2007 and located at 361 Effingham Street (the former fire station site) and designated as Tax Parcel 0020-0180, and to do any and all acts necessary to effect said conveyance." Smith, Holley Nays: None 07 - 269 - Adoption of a resolution approving a Regional Sanitary Sewer Package and authorizing the City Manager to execute a Regional Consent Order and Memorandum of Agreement to assure City participation and cooperation in fulfilling the obligations contained therein.
