<br />June 12. 2007 <br /> <br />07 - 268 - Adoption of a resolution authorizing the City Manager to execute a deed and <br />other necessary instruments to convey to Economic Development Authority of the City <br />of Portsmouth, Virginia a portion of the parcel of land (the former Effingham Street Fire <br />Station) located at 361 Effingham Street and designated as Tax Parcel 0020-0180. <br />Vision Principles: Bold New Directions, Thriving Neighborhoods and a Sense of <br />Community, and a Robust and Prospering Economy. <br /> <br />Background: <br />. This property has been vacant since the Fire Headquarters was moved to its new <br />location on Effingham Street nearer to the Naval Shipyard. <br /> <br />Discussion: <br />. The property is located at the southeast corner of Effingham and North Streets, <br />and is in a very favorable area for development. <br />. The development of this site will serve the Old TownlDowntown areas as well as <br />the Naval Hospital, and should serve to promote development along the Effingham <br />Street corridor. <br /> <br />Financial Impact: <br />. The property will be sold to a private developer, and will return to the tax rolls. <br /> <br />Recommended Action: <br />Adoption of proposed resolution. Vision Principles: Bold New Directions, Thriving <br />Neighborhoods and a Sense of Community, and a Robust and Prospering Economy. <br /> <br />Next Steps following City Council Action: <br />. Pending approval, the City Manager will execute the deed and any other <br />documents necessary to convey the property to the Economic Development Authority. <br />. Pending approval, the Offices of the City Attorney and City Surveyor will draft <br />appropriate plats and documents in order to effectuate the exchange. <br /> <br />Motion by Ms. Randall, and seconded by Ms. Psimas, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A DEED AND <br />OTHER NECESSARY INSTRUMENTS TO CONVEY TO ECONOMIC <br />DEVELOPMENT AUTHORITY OF THE CITY OF PORTSMOUTH, VIRGINIA A <br />PORTION OF THE PARCEL OF LAND (THE FORMER EFFINGHAM STREET FIRE <br />STATION) LOCATED AT 361 EFFINGHAM STREET AND DESIGNATED AS TAX <br />PARCEL 0020-0180. <br /> <br />BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the <br />City Manager be, and he hereby is, authorized to execute a deed and other necessary <br />instruments to convey to the Economic Development Authority of the City of <br />Portsmouth, Virginia a portion of the parcel of land as shown on the exhibit attached <br />entitled "EXHIBIT SHOWING DEVELOPMENT PARCEL PORTSMOUTH, VIRGINIA", <br />dated May 30, 2007 and located at 361 Effingham Street (the former fire station site) <br />and designated as Tax Parcel 0020-0180, and to do any and all acts necessary to effect <br />said conveyance." <br /> <br />Ayes: Moody, Psimas, Randall, D. Smith, R. Smith, Holley <br />Nays: None <br /> <br />07 - 269 - Adoption of a resolution approving a Regional Sanitary Sewer Package and <br />authorizing the City Manager to execute a Regional Consent Order and Memorandum <br />of Agreement to assure City participation and cooperation in fulfilling the obligations <br />contained therein. Vision Principle: Thriving Neighborhoods and a Sense of <br />Community. <br />
