Smith, R Smith, Holley <br />Nays: None <br /> <br />- City Manager's Report - <br /> <br />07 - 240 - Adoption of an ordinance accepting $446,643 in grant and other funds <br />allocated by the Virginia Departments of Health, Mental Retardation and Substance <br />Abuse Services, the U.S. Department of Housing and Urban Development, and the <br />Commonwealth of Virginia's General Fund for various Behavioral Healthcare Programs, <br />and appropriating said sum in the FY 2006-2007 Behavioral Healthcare Services Fund <br />Operating Budget Vision Principle: Thriving Neighborhoods and a Sense of <br />Community <br /> <br />07 -240-1 : <br /> <br />Background: <br />. Bike Smart, Virginia! is a state program to prevent bicycle-related injuries in <br />communities. A critical component of the program is the promotion of proper helmet <br />usage when a child is engaged in any wheeled mode of transportation (i.e. bicycle, <br />inline skates, scooters, skateboards). <br />. Portsmouth Behavioral Healthcare Services has been selected to receive <br />educational materials (brochures, posters, videos, and a bike rodeo guide) and $500 for <br />the purchase of CPSC certified helmets to implement a helmet distribution project <br />targeting low-income children. <br /> <br />Discussion: <br />. Using the vendor CNS National Helmet Program, 135 helmets will be purchased <br />(Model BM-W/10) at $3.70 each ($2.95 each, plus $.75 each for shipping) for a total <br />cost of $499.50. <br />. This money would be spent by BHS, and the helmets will be distributed to <br />children in Portsmouth at the 10th Annual Youth Expo on May 19, 2007. <br />. The money spent for the helmets will then be reimbursed by the Virginia <br />Department of Health's Division of Injury and Violence Prevention Bike Smart Virginia <br />Bicycle Helmet/Rodeo Mini-Grant, a grant that was awarded to BHS. <br /> <br />Financial Impact: <br />. There is no financial impact to the city. <br /> <br />Staff Recommends: <br />Adoption of proposed ordinance. Pending approval, the Director of BHS will ensure the proper dispersal of funds <br />for procurement of 135 bicycle safety helmets which will be distributed to needy children <br />in Portsmouth at the Youth Expo on May 19, 2007. <br />
