May 22, 2007

Financial Impact:
. There is no financial impact to the city.

Staff Recommends:
Adoption of proposed ordinance. Vision Principle: Thriving Neighborhoods and a
Sense of Community

Next Steps Following Council Action:
. Pending approval, the CSA office will pay for mandated services rendered to
Portsmouth's foster children in fiscal year 2007.

Motion by Ms. Psimas, and seconded by Mr. D. Smith, to adopt the following
ordinance, and was adopted by the following vote:

"ORDINANCE TO APPROPRIATE AN ADDITIONAL $2,261,391 IN THE FY 2006-
2007 COMPREHENSIVE SERVICES FUND OPERATING BUDGET FOR MANDATED
SERVICES TO FOSTER CHILDREN DURING FY 2006-2007."

Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R Smith, Holley
Nays: None

07 - 242 - Adoption of an ordinance appropriating $83,350 in the FY 2007-2008 General
Fund for the cost of two additional Deputy Sheriffs in the General District Court Vision
Principle: Thriving Neighborhoods and a Sense of Community

Background:
. Because criminal cases come through the General District Court, the Judges
have expressed serious concerns over the lack of two Bailiff Deputies in the courtroom -
currently there is only one.
. With only one Bailiff in the courtroom, the courtroom remains unsecured when
that deputy is escorting criminals outside of the courtroom.
. General District Judges have also expressed serious concerns about the need
for a deputy to be on hand to secure the hallways during court hours.
. Currently, the hallways in this Court are unsecured because the public may
bypass the metal detectors by taking the elevators up from the parking garage when the
District Court is in session.

Discussion:
. By adopting this ordinance, the sum of $83,500 will be appropriated in the FY
2007 -2008 General Fund for two additional Deputy Sheriffs in the General District
Court
. The funding source for this appropriation will be previously un-appropriated court
security fees and other miscellaneous revenues.
. This appropriation will be expended for salaries, benefits, and other costs for two
Deputy Sheriffs to provide additional security in the General District Court
. Funds are being reprogrammed to provide for these two Deputy Sheriff positions
through the end of Fiscal Year 2007.

Financial Impact:
. There is no financial impact to the city.

Staff Recommends:
Adoption of proposed ordinance. Vision Principle: Thriving Neighborhoods and a
Sense of Community
