OCtober 27, 1992 <br /> <br />519 <br /> <br /> "The Southeastern Public Service Authori~ty (SPSA) has asked <br />its member jurisdictions to consider whether the authority should <br />be authorized to again explore regional solutions to water supply <br />issues. Even if Virginia B~ach is successful in obtaining the <br />Lake Gaston project, this region is still projected to be water <br />short by the year 2020. <br /> <br /> The Director of Public Utilities has advised me that he feels <br />Portsmouth should be included in any such discussions as <br />Portsmouth has much to offer in dealing with the ~egion's water <br />supply and ~ransmission issues. <br /> <br /> I, therefore, recommend adoption of the attached resolution <br />requesting SPSA to continue to explore solutions to the region's <br />limited water resources." <br /> <br /> On motion of Mr. King and seconded by Mr. Eppsrson, the <br />following resolution was adopted, and by the following vote: <br /> <br />"A RESOLUTION RECOGNIZING CONCERNS ABOUT WATER RESOURCES IN <br />SOUTHEAST VIRGINIA. <br /> <br /> WHEREAS, water resources are a critically important element <br />in the existence and future development of any community; and <br /> <br /> WHEREAS~ some jurisdictions in southeast Virginia have <br />suffered frequent water shortages and water quality impairments as <br />a result of inadequate supplies; and <br /> <br /> WHEREAS, the U.S. Army Corps of Engineers and the Virginia <br />Water Control B~ard have determ±n~d that the ~egional water supply <br />deficit in southeast Virginia by the year 2030 is between 50 and <br />85 mgd based on an annual average; and <br /> <br /> WHEREAS, the communities of southeast Virginia have worked <br />independently and together to develop and manage existing water <br />resources; and <br /> <br /> WHEREAS~ the future of southeast Virginia depends upon future <br />water resources development, which can best be undertaken · <br />cooperat~ivel~ with regional coordination and mutual regional <br />benefit as tge common goal. <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, ~lrglnla, that the Southeast Public Service Authority <br />should continue discussion to explore the feasibility of regional <br />water resource development and distribution. <br /> <br /> BE IT F3RTHER RESOLVED that the discussion or formation of a <br />regional water system should concentrate on the need for a <br />significant ~dditional surface water supply to be added to the <br />existing water supply systems in southeast Virginia." <br /> <br />Ayes: Clemon , Epperson, Griffin, Hawks, King, Pitts, Webb <br />Nays: None <br /> <br /> - NEW BUSINESS - <br /> <br /> 92-365 - Councilman Epperson, offered the following <br />nominations to the following Boards/Commissions: <br /> <br /> Law L~orary Board <br /> <br /> Robert F. Babb, to be reappointed for a term of four years, <br />ending Novem)er 1, 1996, replacing J. A. Cales. <br /> <br /> <br />
