517 <br /> <br />october 27, 1992 <br /> <br /> ~ Motion to amend City Council Rules of Order and ' <br />Procedure. <br /> <br /> Motion Df Mr. Epperson and seconded by Mr. Griffin, <br />to adopt thei rules with the following changes references <br />to gender an~ to parallel changes in the Code, and was adopted by <br />the following vote: <br /> <br />Ay~s~: Clemon~s, Epperson, Griffin, Hawks, King, Webb <br />Nayls: Pitts <br /> <br /> - CITY MANAGER'S REPORT - <br /> <br /> 92-362 - Letter from the City Manager recommending adoption <br />of an ordinance to amend Chapter 16 of the Code of the City of <br />Portsmouth, Virginia, 1988, by amending Sections 16--1, 16-32(b), <br />16-38, 16~62(a), 16-65(a), and' 16-68 thereof, and by adding <br />Sections 16-32(d), 16-66 and 16-70 thereto, pertaining to garbage <br />and refuse. <br /> <br /> "Effective November 30, 1992, the Department of General <br />Services will begin providing semi-automated refuse collection to <br />the downtown business district. Collection frequency will remain <br />as needed fox each business, however; the rate structure must be <br />changed to conform with the fees charged to areas already <br />receiving automation. This would result in the basic $10 per <br />month fee fox once a week collection plus a $5.00 fee for each <br />extra day of pick-up. <br /> <br /> The Director of General Operations has also recommended other <br />changes to t~e City Code in order to allow flexibility in <br />providing re~use collection in areas serviced by the <br />automated/semi-automated system. These include changing the <br />definition of commercial establishment to include' condominiums and <br />multi-family units of ~our or more and broadening the Director's <br />ability to g~ant exemptions when alternate refuse service is <br />available. <br /> <br /> I concur with these recommendations and request that the <br />app oprlate ~hanges to Chapter 1~ of t~e City Code be ~approved to <br />allow semi-automated collection in the downtown area-and the other <br />changes as h~reln described." <br /> <br /> ~ Motion~of Mr. Griffin and seconded by Mr. Pitts, the <br />following ordinance was ~dop~ed on first reading, and by the <br />following vote:- <br /> <br />"AN ORDINANCE TO AMEND CHAPTER 16 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA, 1988, BY AMENDING SECTIONS 16-1, <br />16-32(B), 16-38, 16-'~2(A),-16-65(A), AND 16-68 THEREOF, AND <br />'BY ADDING SECTIONS 16-32(d), 16-66 AND 16-70 THERETO, <br />PERTAINING TO GARBAGE AND REFUSE." <br /> <br />Ayes: Epperson, Griffin, Hawks, King, Pitts, Webb <br />Nays: Clemons <br /> <br /> 92-363 - Letter from the City Manager recommending adoption <br />of an ordinance to amend Chapter 17 of the Code of the City of <br />Portsmouth, Virginia, 1988, by amending Section 17-26(c) thereof, <br />pertaining to violations and procedures for abatemen~ for <br />nuisances. <br /> <br /> <br />
