517 october 27, 1992 ~ Motion to amend City Council Rules of Order and ' Procedure. Motion Df Mr. Epperson and seconded by Mr. Griffin, to adopt thei rules with the following changes references to gender an~ to parallel changes in the Code, and was adopted by the following vote: Ay~s~: Clemon~s, Epperson, Griffin, Hawks, King, Webb Nayls: Pitts - CITY MANAGER'S REPORT - 92-362 - Letter from the City Manager recommending adoption of an ordinance to amend Chapter 16 of the Code of the City of Portsmouth, Virginia, 1988, by amending Sections 16--1, 16-32(b), 16-38, 16~62(a), 16-65(a), and' 16-68 thereof, and by adding Sections 16-32(d), 16-66 and 16-70 thereto, pertaining to garbage and refuse. "Effective November 30, 1992, the Department of General Services will begin providing semi-automated refuse collection to the downtown business district. Collection frequency will remain as needed fox each business, however; the rate structure must be changed to conform with the fees charged to areas already receiving automation. This would result in the basic $10 per month fee fox once a week collection plus a $5.00 fee for each extra day of pick-up. The Director of General Operations has also recommended other changes to t~e City Code in order to allow flexibility in providing re~use collection in areas serviced by the automated/semi-automated system. These include changing the definition of commercial establishment to include' condominiums and multi-family units of ~our or more and broadening the Director's ability to g~ant exemptions when alternate refuse service is available. I concur with these recommendations and request that the app oprlate ~hanges to Chapter 1~ of t~e City Code be ~approved to allow semi-automated collection in the downtown area-and the other changes as h~reln described." ~ Motion~of Mr. Griffin and seconded by Mr. Pitts, the following ordinance was ~dop~ed on first reading, and by the following vote:- "AN ORDINANCE TO AMEND CHAPTER 16 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1988, BY AMENDING SECTIONS 16-1, 16-32(B), 16-38, 16-'~2(A),-16-65(A), AND 16-68 THEREOF, AND 'BY ADDING SECTIONS 16-32(d), 16-66 AND 16-70 THERETO, PERTAINING TO GARBAGE AND REFUSE." Ayes: Epperson, Griffin, Hawks, King, Pitts, Webb Nays: Clemons 92-363 - Letter from the City Manager recommending adoption of an ordinance to amend Chapter 17 of the Code of the City of Portsmouth, Virginia, 1988, by amending Section 17-26(c) thereof, pertaining to violations and procedures for abatemen~ for nuisances.
