April 17, 2007 <br /> <br />At a Special Meeting of the City Council, 7:00 p.m., Tuesday, April 17, 2007, <br />there were present: <br /> <br />Vice Mayor Marlene W. Randall, William E. Moody, Jr., Stephen E. Heretick, Elizabeth <br />M. Psimas, Ray A. Smith, Sr., Douglas L. Smith, City Manager James B. Oliver, Jr., City <br />Attorney G. Timothy Oksman. <br /> <br />Reverend Dr. John O. Agbaje, opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br /> Vice Mayor Randall called the meeting to order and welcomed all in <br />attendance. <br /> <br />- Public Hearing - <br /> <br />07 - 179 Public hearing on the recommended 2008-2012 Capital Improvement <br />Plan. <br /> <br />1. George Watkins, 4301 Hatton Point Road, thanked Council for the continued support <br />of the Portsmouth Museums Foundation. <br /> <br />2. Ann Turner, 100 East Road, outlined how the museums contribute to the City. She <br />also thanked Council for the continued support of the Children’s Museum and asked <br />that they support a Cultural Master Plan for the museums. <br /> <br />3. Michael Baron, 428 North Street, spoke in opposition to proposed location of the <br />Courthouse. <br /> <br />4. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke in opposition to the proposed <br />location of the Courthouse and suggested that Council renovate the existing <br />Courthouse. <br /> <br />07 - 180 Public hearing on the City’s Operating Budget for Fiscal Year ending June <br />30, 2008. <br /> <br />1. Barbara Massey, 1677 Hawks Bill Drive, Virginia Beach, brought to Council’s <br />attention the need for additional funding for the School Board. <br /> <br />2. Steve Simons, 801 Mimosa Road, voiced his concern with increased taxes in the <br />City. <br /> <br />3. Jim Bento, 1 Crawford Court, spoke in opposition to proposed increase in the boat <br />tax. <br /> <br />4. Randi Strutton, 4704 Rivershore Road, thanked Council for including the Hoffler <br />Creek Nature Center in the operating budget. <br /> <br />5. Carlton Thomas, 3945 Galleon Drive, Chesapeake, voiced his concern with the lack <br />of funding for schools. <br /> <br />6. Ron Evans, 14 Chippuan Trail, spoke in opposition to the operating budget and <br />asked that there be an increased reduction in the tax rate. <br /> <br />7.
