<br />At a Regular Meeting of the City Council on Tuesday, April 10, 2007 there were
<br />present:
<br />
<br />Mayor James W. Holley, III, Vice Mayor Marlene W. Randall, William E. Moody, Jr.,
<br />*Stephen E. Heretick, Elizabeth M. Psimas, Douglas L. Smith, City Manager James B.
<br />Oliver, Jr., City Attorney G. Timothy Oksman.
<br />
<br />Councilman Douglas L. Smith opened the meeting with prayer which was
<br />followed by the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Holley called the meeting to order and welcomed all in attendance.
<br />
<br />Motion by Mr. Moody, and seconded by Ms. Psi mas, to approve the minutes of a
<br />Called Meeting on March 20,2007, of a Called Meeting of March 27,2007, of a Regular
<br />Meeting on March 27, 2007, and of a Called Meeting of April 3, 2007 and were adopted
<br />by the following vote:

<br />- Public Hearing -
<br />

<br />Public hearing to consider the Annual Operating Budget that re-
<br />establishes the tax rates on personal property tax - boats, certain public
<br />utility rates, solid waste fees, Southeastern Public Service Authority
<br />(SPSA) Municipal Tipping Fees, various rates and fees for golf and
<br />includes proposed rate changes to take effect on July 1, 2007.
<br />
<br />1. Karroll Chittum, 4525 West Norfolk Road, asked that Council support an increase for
<br />general wage employees.
<br />
<br />2. Amos Taylor, 621 Lakeshore Drive, asked that Council support an increase for
<br />general wage employees.
<br />
<br />3. John Tynch III, 1000 Naval Avenue, asked that Council restore the School Board's
<br />original request of $9 million to the budget.
<br />
<br />4. Benjamin McCoy, 309 North Street, Apt. 1, asked that Council provide funding for
<br />the Endependence Center.
<br />
<br />5. Jim Bento, 1 Crawford Court, spoke in opposition to the proposed increase in the
<br />boat tax.
<br />
<br />6. Cornelia Williams, 911 Duce Street, asked that Council provide funding for the
<br />Endependence Center.
<br />
<br />7. Joseph Freyre, 2502 Oakleaf Place, asked that Council provide funding for the
<br />Endependence Center.
<br />
<br />8. Gordon Shelton, 10 Crawford Parkway, spoke in opposition to the proposed increase
<br />in the boat tax.
<br />
<br />9. Douglas Street, 3106 Dartmouth Street, asked that Council provide funding for the
<br />Endependence Center.
<br />
<br />10. James Bridgeford, 801 Crawford Street, 3rd Floor, asked that Council grant the
<br />request of $9 million to the School Board.
