408 April 10, 2007 At a Called Meeting of the City Council on Tuesday, April 10, 2007, there were present: Mayor James W. Holley, III, Vice Mayor Marlene W. Randall, William E. Moody, Jr., Stephen E. Heretick, Elizabeth M. Psimas, Douglas L. Smith, City Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. 07 - 159 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the City Council Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, April 10, 2007 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 07 - 160 - The following item was discussed in Public Work Session: 1. FY 2007-2008 Budget Discussion - Lance Wolff 07 - 161 - Motion by Mr. Heretick, and seconded by Ms. Psimas, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to discuss or consider the sale of publicly owned real property in the midtown area of the City, pursuant to subsection 3; and also a new prospective business which has not been previously announced, pursuant to subsection 5. The subject matter of the meeting is new development projects. The purpose of the meeting is to permit confidential discussion of negotiating strategy. The motion was adopted by unanimous vote. Motion by Mr. D. Smith, and seconded by Mr. Heretick, pursuant to Section 2.2- 3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion, by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council.
