, 562 December 8, 1992 (b) Motion of Mr. Epperson and Seconded by Mr. Griffin, to adopt a resolution authorizing the City of Portsmouth's 1993 Legislative Proposals. Motion of Mr. Pitts to amend the resolution to include a request to'~p~'~}~> the Virginia General Assembly Dillion Rule's power to allow Virginia to become a Home Rule State, with authority delegated to the City as the same as forty-two other states enjoy, and was defeated by lack of a second. Motion of Mr.. Pitts'and seconded by Mr. Clemons to amend the resolution to include a request to add the City of Portsmouth to the special tax provisions of Virginia Code Section 58.1-3211 (3) to facilitate the opp-ortuni%y0to~reake~ tax freeze provision for the senior citizens of Portsmouth and was defeated by the following vote: Ayes: Clemons, Pitts Nays: Epperson, Griffin, King The original motion to adopt the following resolution was adopted and by the following vote: "A RESOLUTION AUTHORIZING THE CITY OF PORTSMOUTH'S 1993 LEGISLATIVE PROPOSALS TO BE PRESENTHD TO THE PORTSMOUTH DELEGATION AND THE MEMBERS OF THE VIRGINIA GENERAL ASSEMB'LY. WHEREAS, the Virginia General Assembly deals with a broad range of issues that affect local governments both directly and indirectly; and deal and WHEREAS, the City of Portsmouth with both local governments and has certain concerns which Portsmouth specifically; WHEREAS, these concerns and issues need to be made known to Portsmouth's General'~ssembty Delega;tion 'so thai. the~ ma~-be transmitted for consideration by the Legislature. NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Portsmouth endorses the attached legislative proposals for the 19~93 General Assembly Session and directs that both this resolution and the legislative proposals be forwarded to the Portsmouth General Assembly Delegation." Ayes: Clemons, Epperson, Griffin, King, Pitts Nays: None 92-425 - Letter from the City Manager regarding adoption of a resolution on the application of Oasis: Commission on Social Ministry of Portsmouth and Chesapeake, for designation as a charitable and benevolent organization within the context of Section 6 (a) (6) of Article X of the Constitution of Virginia. "Oasis: Commission on Social Ministry of Portsmouth and Chesapeake, a charitable organization, has applied for exemption from taxation within the context of Section 6(a)of Article X of the Constitution of Virginia. The City Assessor has reviewed the application, and it is his opinion that the appropriate responses were completed and on that basis, the exemption could be granted.
