, 562 <br /> December 8, 1992 <br /> <br /> (b) Motion of Mr. Epperson and Seconded by Mr. Griffin, <br />to adopt a resolution authorizing the City of Portsmouth's <br />1993 Legislative Proposals. <br /> <br /> Motion of Mr. Pitts to amend the resolution to include a <br />request to'~p~'~}~> the Virginia General Assembly Dillion Rule's <br />power to allow Virginia to become a Home Rule State, with <br />authority delegated to the City as the same as forty-two other <br />states enjoy, and was defeated by lack of a second. <br /> <br /> Motion of Mr.. Pitts'and seconded by Mr. Clemons to amend <br />the resolution to include a request to add the City of <br />Portsmouth to the special tax provisions of Virginia Code <br />Section 58.1-3211 (3) to facilitate the opp-ortuni%y0to~reake~ <br />tax freeze provision for the senior citizens of Portsmouth and <br />was defeated by the following vote: <br /> <br />Ayes: Clemons, Pitts <br />Nays: Epperson, Griffin, King <br /> <br /> The original motion to adopt the following resolution was <br />adopted and by the following vote: <br /> <br /> "A RESOLUTION AUTHORIZING THE CITY OF PORTSMOUTH'S 1993 <br /> LEGISLATIVE PROPOSALS TO BE PRESENTHD TO THE PORTSMOUTH <br /> DELEGATION AND THE MEMBERS OF THE VIRGINIA GENERAL <br /> ASSEMB'LY. <br /> <br /> WHEREAS, the Virginia General Assembly deals with a broad <br />range of issues that affect local governments both directly and <br />indirectly; and <br /> <br />deal <br />and <br /> <br />WHEREAS, the City of Portsmouth <br />with both local governments and <br /> <br />has certain concerns which <br />Portsmouth specifically; <br /> <br /> WHEREAS, these concerns and issues need to be made known <br />to Portsmouth's General'~ssembty Delega;tion 'so thai. the~ ma~-be <br />transmitted for consideration by the Legislature. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the <br />City of Portsmouth endorses the attached legislative proposals <br />for the 19~93 General Assembly Session and directs that both <br />this resolution and the legislative proposals be forwarded to <br />the Portsmouth General Assembly Delegation." <br /> <br />Ayes: Clemons, Epperson, Griffin, King, Pitts <br />Nays: None <br /> <br /> 92-425 - Letter from the City Manager regarding adoption <br />of a resolution on the application of Oasis: Commission on <br />Social Ministry of Portsmouth and Chesapeake, for designation <br />as a charitable and benevolent organization within the context <br />of Section 6 (a) (6) of Article X of the Constitution of <br />Virginia. <br /> <br /> "Oasis: Commission on Social Ministry of Portsmouth and <br />Chesapeake, a charitable organization, has applied for <br />exemption from taxation within the context of Section 6(a)of <br />Article X of the Constitution of Virginia. The City Assessor <br />has reviewed the application, and it is his opinion that the <br />appropriate responses were completed and on that basis, the <br />exemption could be granted. <br /> <br /> <br />
