<br />At a Regular Meeting of the City Council on Tuesday, March 27,2007 there were
<br />present:
<br />
<br />Mayor James W. Holley, III, Vice Mayor Marlene W. Randall, William E. Moody, Jr.,
<br />Stephen E. Heretick, Elizabeth M. Psi mas, Ray A. Smith, Sr., Douglas L. Smith, City
<br />Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman.
<br />
<br />Councilman Stephen E. Heretick opened the meeting with prayer which was
<br />followed by the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Holley called the meeting to order and welcomed all in attendance.
<br />
<br />Motion by Ms. Psi mas, and seconded by Mr. Heretick, to approve the minutes of
<br />a Called Meeting on March 12, 2007, of a Called Meeting of March 13, 2007, and of a
<br />Regular Meeting on March 13, 2007, and were adopted by the following vote:
<br />
<br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley
<br />Nays: None
<br />
<br />Motion by Mr. R. Smith, and seconded by Ms. Psi mas, to change the order of
<br />business of the agenda to consider Item 07-71 (b) immediately prior to Public Hearing
<br />Item 06-414, and was adopted by the following vote:
<br />
<br />Ayes: Heretick, Psi mas, D. Smith, R. Smith, Holley
<br />Nays: Moody, Randall
<br />
<br />Motion by Mr. R. Smith, and seconded by Ms. Psi mas, to defer consideration of
<br />07 -71 (b) to the meeting of April 24, 2007.
<br />
<br />Motion by Mr. Moody, and seconded by Ms. Randall, to change the order of
<br />business to accept a substitute motion, and was adopted by the following vote:
<br />
<br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith
<br />Nays: Holley
<br />
<br />Substitute motion by Mr. Moody, and seconded by Ms. Randall, suspending
<br />Council's Rules and Procedure, allowing citizens that have signed up the opportunity
<br />speak on Item 07-71 (b), and was adopted by the following vote:
<br />
<br />Ayes: Moody, Psimas, Randall, D. Smith, Holley
<br />Nays: Heretick, R. Smith
<br />
