<br />March 13. 2007 <br /> <br />At a Regular Meeting of the City Council on Tuesday, March 13, 2007 there were <br />present: <br /> <br />Mayor James W. Holley, III, *William E. Moody, Jr., Stephen E. Heretick, Elizabeth M. <br />Psimas, Douglas L. Smith, City Manager James B. Oliver, Jr., City Attorney G. Timothy <br />Oksman. <br /> <br />Minister Haver Simmons opened the meeting with prayer which was followed by <br />the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Mr. Heretick, and seconded by Mr. D. Smith, to approve the minutes of <br />a Called Meeting on February 26, 2007, of a Called Meeting of February 27, 2007, and <br />of a Regular Meeting on February 27,2007, and were adopted by the following vote: <br /> <br />Ayes: Heretick, Psi mas, D. Smith, Holley <br />Nays: None <br /> <br />07 - 114 - Presentation: <br /> <br />. Proclamation presented to the Westhaven Boys' Home. <br /> <br />- Public Hearing - <br /> <br />07 - 115 - Public hearing on rezoning, housing permit and use permit applications: <br /> <br />(a) Z-07-04 <br /> <br />VICTORY CROSSING BUSINESS PARK - The Economic <br />Development Authority of the City of Portsmouth requests the <br />rezoning of property along Victory Boulevard zoned Business Park, <br />BP; 3700 and 3720 Victory Boulevard zoned general commercial, <br />C-2; and 409 McLean Street zoned Industrial, M-1-R, to Mixed <br />Use/Employment Center, MXlEMP K (conditional). Vision Principle: <br />A Robust and Prospering Economy. <br /> <br />There were no speakers. <br /> <br />Motion by Mr. Heretick, and seconded by Mr. D. Smith, to concur with the <br />recommendation of the Planning Commission that Z-07-04 be approved on first reading, <br />and was adopted by the following vote: <br /> <br />Ayes: Heretick, Psi mas, D. Smith, Holley <br />Nays: None <br /> <br />(b) Z-07-05 <br /> <br />WESTBURY NEIGHBORHOOD - The Portsmouth Redevelopment <br />and Housing Authority requests a rezoning of 700 Godwin Street <br />from Residential Multi-Family, RM-60 to Downtown Residential D-2- <br />R to accommodate single-family homes. Vision Principle: Thriving <br />Neighborhoods and a Sense of Community. <br /> <br />There were no speakers. <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Heretick, to concur with the <br />recommendation of the Planning Commission that Z-07-05 be approved on first reading, <br />and was adopted by the following vote: <br /> <br />Ayes: Heretick, Psi mas, D. Smith, Holley <br />Nays: None <br />
