Deputy City Manager Patton gave an update on the Portsmouth Community <br />Library. <br /> <br />07 - 82 - Non-Agenda Speakers <br /> <br />1. Kathleen Carlson, 116 Chowan Drive, spoke on the advantages and disadvantages <br />encountered by citizens with motorized wheel chairs. <br /> <br />2. Jason Knorowski, 3801 Magnolia Avenue, asked for adequate compensation for the <br />Police Department. <br /> <br />3. Don Butler, 4772 Schooner Boulevard, presented Council with a pay proposal for the <br />Police Department. <br /> <br />4. Allan Gollihue, 216 North Street, asked Council to support an increase in police <br />salaries. <br /> <br />5. Clyde Toler, 1029 Blair Street, spoke on various issues regarding the City and <br />Council <br /> <br />6.
