<br />At a Regular Meeting of the City Council on Tuesday, January 23, 2007 there
<br />were present:
<br />
<br />Mayor James W. Holley, III, Vice Mayor Marlene W. Randall, William E. Moody, Jr., Ray
<br />A. Smith, Sr., Douglas L. Smith, City Manager James B. Oliver, Jr., City Attorney G.
<br />Timothy Oksman.
<br />
<br />Dr. Denise Key, Alliance Pastor of Calvary Revival Church, opened the meeting
<br />with prayer, which was followed by the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Holley called the meeting to order and welcomed all in attendance.
<br />
<br />Motion by Mr. D. Smith, and seconded by Mr. R. Smith, to approve the minutes
<br />of a Called Meeting on January 8, 2007, of a Called Meeting of January 9, 2007, of a
<br />Regular Meeting on January 9,2007 and of a Called Meeting of January 16, 2007, and
<br />were adopted by the following vote:

<br />Ayes: Moody, Randall, D. Smith, R. Smith, Holley
<br />Nays: None

<br />07 - 48 - Presentation:
<br />
<br />. Presentation from the Local Emergency Planning Committee (LEPC) to the City of
<br />Portsmouth.

<br />- Public Hearing -
<br />
<br />07 - 49 - Public hearing on rezoning, group housing permit, use permit and street
<br />name change applications:
<br />
<br />(a) Z-06-02
<br />
<br />WEST NORFOLK - Gee's Development Corporation requests the
<br />rezoning of a 22.5 acre parcel of land on River Pointe Road from
<br />General Commercial Conditional (C-2 K) to Residential Multifamily
<br />Conditional (RM-75K). Vision Principle: Thriving Neighborhoods
<br />and a Sense of Community.
<br />
<br />1. Robert Barclay, 200 High Street, Suite 500, spoke in support of this item.
<br />
<br />2. Helen Drummond, 4045 Estates Lane, spoke in support of this item.
<br />
<br />Motion by Mr. Moody, and seconded by Ms. Randall, to concur with the
<br />recommendation of the Planning Commission that Z-06-02 be approved on first reading,
<br />and was adopted by the following vote:

<br />(b) GHP-06-15
<br />
<br />WESTHAVEN NEIGHBORHOOD - Lloyd Vaughn, Jr. and The ARH
<br />Group requests a group housing permit to build thirteen (13)
<br />townhouses at 3711 and 3715 Turnpike Road. Vision Principle: A
<br />Robust and Prospering Economy.
<br />
<br />Motion by Mr. R. Smith, and seconded by Mr. D. Smith, to concur with the
<br />recommendation of the Planning Commission that GHP-06-15 be approved on first
<br />reading, and was adopted by the following vote:
