January 9. 2007 Motion by Mr. R. Smith, and seconded by Mr. D. Smith, to concur with the recommendation of the Planning Commission that Z-06-06 be approved on first reading, and was adopted by the following vote: Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley Nays: None (b) UP-06-18 MOUNT HERMON NEIGHBORHOOD - Richard E. Mathews requests a use permit to provide paid entertainment in an existing restaurant at 3010 High Street. Vision Principle: A Robust and Prospering Economy. Motion by Ms. Psimas, and seconded by Mr. Heretick, to concur with the recommendation of the Planning Commission that UP-06-18 be approved on first reading, and was adopted by the following vote: Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley Nays: None (c) CA-06-02 CITY WIDE - The City of Portsmouth seeks to amend Chapter 40 (Zoning Ordinance) of the City Code to create a mixed use zoning district that allows residential, retail and office development in the same district and provide the regulations necessary in this new district. Motion by Mr. Heretick, and seconded by Ms. Randall, to concur with the recommendation of the Planning Commission that CA-06-02 be approved on first reading, and was adopted by the following vote: Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, Holley Nays: None CRADOCK NEIGHBORHOOD - The City of Portsmouth, Virginia on a request by the Planning Commission to modify Chapter 40 of the Code of the City of Portsmouth, Virginia, the Zoning Ordinance, to reduce the minimum lot area in the Cradock Historic District for single-family development from 7,500 square feet to 4,500 square feet. Motion by Ms. Psimas, and seconded by Mr. Heretick, to concur with the recommendation of the Planning Commission that CA-06-03 be approved on first reading, and was adopted by the following vote: (d) CA-06-03 Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, Holley Nays: None - City Manager's Report - 07 - 16 - Adoption of an ordinance to appropriate an additional $32,225 in the FY 2006- 2007 Behavioral Healthcare Services Fund Operating Budget for staff training and educational materials for the department's Co-Occurring Unit.
